Help
  • Serves as the primary agency focal point for administrative operations.
  • Assists subordinate organizations and managers with all aspects of personnel management, reorganization/realignment, organization structuring, position management, and manpower utilization issues which are often complex and unique.
  • Serves as the command's Program Manger and subject matter expert on all HR functions.
  • Exercises managerial oversight of employees assigned to carryout military and civilian personnel programs and related administrative functions.
  • Establishes and maintains liaison with senior level officials at DoD, other Federal agencies.
  • Provides leadership, guidance, and coordination on administrative operations.
  • Acts as liaison and interfaces with a number of activities within the YPG installation, including the Garrison, tenant organizations, subordinate test centers, and higher HQs staff.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.
  • Per the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG), a one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position description has been designated for a "Mission-Critical Emergency Employee" for Continuity of Government Operations (COOP).
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1)experience managing program operations and requirements (such as staffing, manpower, workforce development and/or performance management) in support of organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-12/13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
