Duties include but are not limited to the following:

The AO acts as the Contracting Officer's Representative (COR) for assigned contracts. Prepares contracting packages and schedules, monitors, and reviews all outside contracted services to insure appropriate, high quality workmanship in a time frame that meets clinical needs. Performs evaluations on assigned contracts and reports them to appropriate contracting individuals, Environment of Care committee as well as the Associate Medical Center Director.

Develops the need for and maintains an awareness of available resources and makes recommendations to the Chief of Biomedical Engineering Service regarding the distribution or redistribution of these resources. AO serves as budget and financial advisor for the Chief of Biomedical Engineering Service and his staff. Develops, formulates, and provides all essential data for the annual budget forecast for submission to the Associate Medical Center Director, based on studies of past expenditures, knowledge of Biomedical Engineering Service requirements, program plans and workload forecasts. Maintains budget control records and assures that funds are used in accordance with the operating budget. The Administrative Officer is the liaison between the Biomedical Engineering Services and the local servicing finance offices in maintaining and reconciling budget allocations. Reviews fund requests from within the Biomedical Engineering Services for adequacy, completeness, and conformance with procedural and technical requirements. Exercises fund control authority and establishes internal methods of control to ensure that funds are used according to operating plan. The AO acts as the key advisor to the Chief of Biomedical Engineering and Supervisory BESS regarding the status and availability of funds. Provides for full administration of reporting, evaluation, and requirements associated with the Accreditation of the Medical Centers. Plays a central role in developing and coordinating internal review systems to assure that Biomedical Engineering activities are in compliance with agency and accrediting and regulatory requirements. Follows established procedures to meet accreditation standards.

Administers the internal review, quality, and productivity initiatives for the Biomedical Engineering Services. Administers quality and productivity programs for the Biomedical Engineering Services and coordinates the quality assurance plans for the services with Performance Improvement, Infection Control, and Patient Safety programs. Generates required reports for the Chief of Biomedical Engineering Service and performs other related duties as assigned. AO is responsible for initial development, monitoring, and reporting on internal controls taken to eliminate or reduce the possibility of fraud, waste and abuse.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to administrative management, Human Resources/personnel management, budget and financial management, procurement and supply administration.
