Duties

Help

  • Provides budgetary support to 1500 employees at a Complexity Level 1c Medical Center
  • Monitors budget plan projected obligations and expenditures throughout fiscal year by conduction variance analysis bi-weekly and quarterly and make recommendations to the Fiscal Officer
  • Advises the Fiscal Officer on reprogramming actions between FCPs
  • Provides oversight and supervises control point officials and clerks to meet program goals and to meet budgetary assignments by monitoring rate of expenditure of budgeted funds
  • Considered and expert on budgetary matters and is routinely consulted by the Associate Director and all Medical Center service chiefs
  • Develops the annual Budget Plan for Medical Center appropriations
  • Formulates and revises annual budget estimates and budget justification for base support activities and components for activities and research projects
  • Independently prepares salary estimates, FTEE projections, and other costs on a biweekly basis for the Fiscal Officer
  • Monitors receipt of grant funds
  • Conducts limited studies and analyses to develop required data and information for reporting purposes; and prepares administrative reports
  • Prepares documents needed to process budget estimates
  • Writes reports that detail the purposes for which funds were obligated and expended
  • Performs analyses of budget requests, prepares justification statements, and compiles data to be used for forecasting obligations
  • Reviews edits, and consolidates annual budget estimates for assigned organizations and programs into a single budget request
  • Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis; and that funds are available and being properly and effectively used to support program objectives
  • Reviews initial budget submission to ensure that planning guidelines are followed and the estimates for the non-medical financial assistance programs are in line with long-range planning targets
  • Reviews actual obligations, outlays, and workload levels to highlight potential operating and financial problems
  • Develops additional analysis providing historical data of programs
  • Prepares special analyses, studies, and reports as requested by the supervisor and/or higher authority within the organization
  • Performs other duties as assigned

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Detailed, intensive knowledge of the budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency or component, organization or program assigned; the sources, types, and methods of funding for organizations and programs; and budgetary and financial relationships between the assigned budget and budgets and programs of other agency components and organizations. Comprehensive knowledge and understanding of the Department of Veterans Affairs and Federal budget processes, budgeting systems, policies, and methods of financing health care in order to develop budgetary plans where objectives, needs, services, revenues and funding requirements substantially change each year. A thorough and detailed understanding and knowledge of budgetary activities, expenditures, organizational structure, and programs for the facility to assure that requests submitted by the facility area appropriate, necessary and timely and that funds are being obligated in accordance with goals and objectives of the facility's annual budget plan. Knowledge and skill in the application of methods and techniques to analyze and evaluate the effects of continuing changes in program plans and funding

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree

3 full years of progressively higher-level graduate education leading to such a degree

or

LL.M., if related.

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
