Duties

Help
  • Prepare detailed analysis of annual and/or multi-year budget estimates into a consolidated budget request.
  • Prepare narrative justification for projected funding needs and assure that requests are formally and accurately documented.
  • Monitor the use of budgeted funds through continuing dialogue with program officials and their staff, and examination of accounting records.
  • Review obligations, expenditures, reimbursable orders, and requests for allotments for verification.
  • Conduct trend analysis and make recommendations for transfer of funds to cover increases in obligations or when expenditures fall below established limits in medical and appropriate line programs.
  • Provide guidance and assistance on budgeting and related information.
  • Approve or disapprove budgetary actions submitted by lower echelons.
  • Function as a source of expert advice on medical program cost estimating through briefings and consultations with staff or customers.
  • Apply analytical techniques (e.g., cost-benefit analysis, zero base budgeting (ZBB), amortization, depreciation, planning-programming-budgeting, program evaluation review technique (PERT), etc.) to evaluate conflicting program and budget data.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Incumbent of this position is required to obtain and maintain Financial Management Level 2 Certification. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes conducting trend analysis to forecast annual funding needs; reviewing budgetary requests for approval or disapproval; and preparing reports on the status of funds and expenses. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
