SUMMARY:

PRIMARY PURPOSE: To serve as a Headquarters Air Force (HAF) strategic level
planner and programmer, applying intelligence, surveillance and reconnaissance (ISR) and command and control (C2) mission area expertise to analyze, develop and evaluate AF C2 and ISR programs, funding solutions, force structure solutions, manpower solutions, and major command funding strategies and prioritizations. Position requires drafting and coordinating funding options and recommendations for senior leaders to resolve AF C2 & ISR investment and sustainment challenges and serving as C2 & ISR panel operations coordinator (POC).


DUTIES:

  1. Applying AF and military Command and Control (C2), and Intelligence Surveillance and
    Reconnaissance (ISR) operations expertise, develops, interprets, and implements policies and procedures to provide planning and programming guidance to facilitate the identification and selection of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major command and control missions and operational plans.
  2. Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major Air Force mission and operational plans.
  3. Serves as primary / alternate Panel Operations Coordinator (POC).
  4. Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force PPBE support actions.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

CONDITIONS OF EMPLOYMENT (CONT.):

  • Administrative (Exemption) position primary duty is the performance of office work directly related to the management or general business operations of the agency or the employer's customers and whose primary duty includes the exercise of discretion and independent judgment with respect to matters of significance (5 CFR 551.206).
QUALIFICATIONS:
In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include -- Mastery knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of planning and programming; Mastery of advanced management and organizational principles and practices for a variety of Operational and Tactical Level C2 functions and operations: Air Battle Management System (ABMS); Control Reporting Center (CRC); Battlefield Airborne Control Node (BACN); Air Operations Center; Military Modeling and Simulation; Distributed Training & Exercises / Wargaming Systems; Atmospheric Early Warning Systems (AEWS); Mission Planning Systems (MPS); Information Operations (IO); Global C2 Systems (GCCS); Air Traffic Control and Landing Systems (ATCALS); Deliberate Crisis Action Planning and Execution System (DCAPES); and Advanced Mission Communications / Tactical Data Link (TDL) systems, and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBE guidelines and advisory services in support to long-range Military war, mobilization, exercise, deployment, and similar operations planning efforts; Comprehensive knowledge of the Federal, DOD, and Military planning, programming, and budgeting process (PPBE) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; and Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBE) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
  2. Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  3. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBE process supports them.
  4. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations. Knowledge of a wide range of C2 programs such as Air Battle Management System (ABMS); Control Reporting Center(CRC); Battlefield Airborne Control Node (BACN); Air Operations Center; USAF Modeling and Simulation; Distributed Training & Exercises / Wargaming Systems; Atmospheric Early Warning Systems (AEWS); Mission Planning Systems (MPS); Information Operations (IO); Global C2 Systems (GCCS); Air Traffic Control and Landing Systems (ATCALS); Deliberate Crisis Action Planning and Execution System (DCAPES); and Advanced Mission Communications / Tactical Data Link (TDL) systems.
  5. Ability to plan, organizes, and negotiates effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
  6. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
