Federal Protective Service is hiring for law enforcement jobs that have an exciting opportunity! Once onboarded, you may be assigned for up to one year to support the D.C. Safe and Beautiful Task Force. The law enforcement component of the D.C. Task Force is a partnership of over 20 federal and local agencies working together to make D.C. the safest city in America. The primary purpose of this position is to serve as the highest regional level interface, which includes providing expert advice and guidance to other agency security officers, other branch chiefs, and regional managers in order to determine overall operational and policy implementation for government-wide FPS activities.

Duties performed:

  • Providing expert guidance to security officers, branch chiefs, and regional managers to ensure consistent and effective government-wide policy execution while balancing operational risk, fiscal constraints, and public access requirements.
  • Monitoring emerging threat intelligence and criminal trends; approved region-wide procedures guiding Inspectors, Security Specialists, and uniformed personnel responsible for threat mitigation and protective operations.
  • Approving guidelines and procedures governing branch programs and resolved highly sensitive or controversial issues affecting regional security posture.
  • Establishing and maintaining strategic relationships to support integrated security planning, threat mitigation strategies, and coordinated enforcement activities.
  • Developing organizational goals, structured workflow and functional assignments, and adjusted priorities to address workload changes and emerging threats.

  • Supervisory Probationary Period: This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
  • Essential Personnel: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operational events without regard to declarations of unscheduled leave or government closures due to weather, protests, acts of terrorism, or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. §7S01-7533 and 5 CFR Part 752, as applicable).

Qualifications

Specialized Experience:
GS-14: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  • Assigning work and/or establishing performance expectations to align with program objectives;
  • Coordinating with internal and external stakeholders to recommend services regarding physical security protective measures;
  • Identifying program weaknesses through structured reviews to recommend actions that can reduce security vulnerabilities; and
  • Providing advice to security officers on policy application and/or operational requirements.
NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Only two page resumes will be accepted and used to make an eligibility/qualifications determination.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

Additional Position Requirements:

Law Enforcement: The incumbent shall possess law enforcement authority under Title 40 of the United States Code, Section 1315 , exercising such authority relating to criminal offenses to provide investigative and law enforcement services to customer agencies, Federal employees and members of the general public located and/or conducting business in government-owned or leased properties. Under vested 40 U.S.C. §1315 authority, the incumbent must also meet the following requirements:

Mobility Agreement: This position may require the incumbent to be reassigned to a different geographic location. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment.

Motor Vehicle Operation: The incumbent must possess and maintain a valid motor vehicle operator's license. Motor vehicles must be driven and managed in accordance with Office of Personnel Management (OPM) and Federal Protective Service's policies and guidance.

Travel: The incumbent will be required to travel frequently.

Firearms Requirement: The incumbent must carry firearms and maintain proficiency in their care and use in accordance with FPS policy and standards.

Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.

Pre-employment Medical Requirement: Prior to appointment the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.

Training Requirements: lncumbent must complete or must have previously completed an approved law enforcement training program at the Federal Law Enforcement training Center or a substantially equivalent program approved by FPS in compliance with agency policies.
