OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans.

Major Duties:

  • Develops and maintains business, systems, and information processes to support
    enterprise mission needs; develops information technology (IT) rules and requirements that describe baseline and target architectures.
  • Cyber Policy & Strategy Planner. Develops and maintains cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance
  • The incumbent establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors. The incumbent hears grievances as second level supervisor, reviews recommendations for hiring, promotion, and adverse actions made by subordinate supervisors, and supports and implements established Equal Employment Opportunity policies and programs.
  • Provides senior expert guidance to VA executive management on unusual, complex and/or controversial problems as they relate to communications and networks, including changes and shifts in potential risk due to environment, internal and technological business changes. Proficiently resolves unusual demands caused by extraordinary urgency, public or congressional interest, or economic restraints.
  • The incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
  • The incumbent must be able to apply information management functions, economic analysis and management techniques for improving business processes. As such the incumbent is responsible for establishing long and short range plans for WAN/LAN
  • Infrastructure and Provisioning programs and functions as wells as developing, evaluating, adjusting and redefining communications goals and objectives; determining what programs or major projects should be initiated, modified, curtailed or terminated; determining and allocating program resources; establishing an organizational structure and lines of communication for subordinate units which will promote maximum effectiveness and efficiency; delegating authority to subordinate supervisors; maintaining effective relations with individuals and organizations both within and outside the Department; and justifying major expenditures for equipment and facilities

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements

Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

  • SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skllls, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: This role requires extensive experience leading enterprise network teams responsible for the availability, performance, and support of large-scale, mission-critical networks. It also demands specialized expertise in network automation and core network provisioning, with a demonstrated ability to drive standardization, reliability, and efficiency across a complex, geographically dispersed environment.
