This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

As a Supervisory Accountant at the NH-0510-4 broadband level, some of your typical work assignments may include:

  • Analyze and evaluate financial and accounting plans, proposals, and system changes to assess their impact on agency financial systems and ensure financial system integrity.
  • Design, develop, and implement improved financial management system integrity.
  • Design, develop, and implement improved financial management systems.
  • Oversight of accounting transactions within General Ledger Systems Strategic Projects & Problem Solving.
  • Define, establish, and direct organizational focus on challenging and highly complex projects and programs.
  • Identify and resolve complex problems that cross organizational boundaries, and deep innovative solutions and methodologies.
  • Develop and convert strategic direction into policies and procedures to resolve mission-critical problems.
  • Develop fiscal and financial management policies, standards, and guidelines for agency.
  • Reporting, Compliance & Performance Monitoring.
  • Ensure the accuracy and timeliness of agency financial statements.
  • Conduct studies and analyses of accounting operations, IT business management systems, financial statements, and audit findings.
  • Work with internal and external personnel to ensure accreditation of new systems and compliance with the Chief Financial Officer Act requirements.
  • Monitor trends in financial performance, identify deviations from plans, and initiate remedial actions.
  • Provide expert advice to management on a broad range of policies and requirements.
  • Prepare and provide narrative and statistical materials, ensuring the accuracy and availability of background information.

Qualifications

You may qualify at the NH04Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 3 of 5 specialized experience listed below to be qualified:

  • Experience leading and managing customer interaction from a strategic standpoint.
  • Experience communicating across multiple levels of leadership.
  • Experience recording and approving accounting transactions within General Ledger Systems.
  • Experience coordinating with functional offices to ensure funding execution is appropriately recorded and reported.
  • Experience performing research, root cause analysis, and clearing of UMDs, NULOs, and Invoices on hold., AND
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0510 series as listed below:

I have a degree in Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR

I have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. OR

I have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. OR

I have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position.
