Duties

Help

DUTY 1: Serves as Branch Principal Technical Advisor (PTA).
DUTY 2: Represents the NASIC Principal Technical Advisor (SCOI) to a variety of internal and external functional area
organizations.
DUTY 3: Reviews work of Branch members and recommends alternative courses of action where appropriate.
DUTY 4: Serves as overall process manager for all activities performed in the Branch.

  • This position has been designated by the Air Force as a Testing Designated Position under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Requires availability for short notice work on weekends, holidays, and evenings. Flexibility in adjusting workday schedules is mandatory. Requires availability for TDY, both CONUS and overseas as necessary in executing the position responsibilities.

  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • A college degree or equivalent expanded experience in computer system and information technology is desired.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A)

This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: individuals must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a full range of Extensive knowledge of enterprise IT communication methods, media, principles, concepts, architecture, cloud computing, and cybersecurity principles needed to maintain network infrastructure. Knowledge of and experience with IT network architecture and ability to operate various network infrastructure hardware utilizing communication protocols, network traffic management, and common network tools. Knowledge of IT security principles and methods and the cybersecurity principles used to manage risks related to the use, processing, storage, and transmission of
information or data. Knowledge of cloud computing service models and cloud computing deployment models in private, public, and hybrid environments. Extensive knowledge and experience associated with designing and implementing a robust continuous process improvement program that accounts for knowledge gap identification, development of instructional fixes, standard operating procedure (SOP) creation/updates. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of enterprise IT communication methods, media, principles, concepts, architecture, and cybersecurity principles needed to maintain the network infrastructure.
2. Knowledge and ability to operate various network infrastructure hardware utilizing communication protocols, network traffic management, and common network tools.
3. Knowledge of IT security principles and methods (e.g., firewalls, DMZs, encryption) and the cybersecurity principles used to manage risks related to the use, processing, storage, and transmission of information or data.
4. Extensive knowledge of and experience with IT system architecture; customer service principles; methods and procedures for documenting problem resolutions and providing guidance and training to customers; and IT Service Desk ticketing systems.
5. Knowledge of cloud computing service models such as Software as a Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS), and cloud computing deployment models in private, public, and hybrid environments.
6. Extensive knowledge and experience associated with designing and implementing a robust continuous process improvement program that accounts for knowledge gap identification, development of instructional fixes, standard operating procedure (SOP) creation/updates, and conducting difference training to employees on a routine basis. Extensive knowledge of cyber threats, vulnerabilities, and cybersecurity principles, including knowledge of risk management processes and operational impacts of cybersecurity lapses.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. The incumbent must have an extensive background in systems development, systems analysis/design, software engineering, information handling, project management and software process improvement. The incumbent must be able to impart information and knowledge to others and to facilitate the activities of project teams. The incumbent must be able to write and make presentations effectively.
