Duties

Help

Manages the non-technical training program, which includes administrative, hazardous material, logistics, managerial, office automation, safety, and human relations courses. Provides oversight of all technical and non-technical training programs for the Technical Operations organization. Duties contribute towards providing reliable and safe FAA services to the flying public. All duties of a Senior Training Coordinator are directly related to ensuring employees within the Technical Operation organization are trained properly, and their qualifications and certifications, where applicable, are documented correctly. The Senior Training Coordinator reports to the Operation Support Manager.

Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities. Maintains advanced knowledge of FAA training requirements, policies and processes. Identifies, plans and organizes available resources to accomplish projects/programs and activities. Ensures all prerequisite training, enrollment and pre­-course counseling forms are completed in a timely manner. Consults with managers to identify training needs, translate them into training opportunities, and make recommendations on areas needing improvement.

Applies experience and comprehensive knowledge to plan and accomplish assignments. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: providing guidance to less ­experienced professionals; leading small project/program teams; designing and recommending solutions to complex problems; preparing and reviewing management reports and/or contractual documents; and developing and recommending improvements to systems and/or processes to improve operational efficiency.

Assists with developing comprehensive training material for non-technical training required to meet current needs which cannot be satisfied by training available from within the FAA, computer based instruction mode, or out-of-agency. Reviews, evaluates, advises, tracks and reports to management, employees' training and certification status on systems and services that support the National Airspace System (NAS). Ensures management is kept apprised of the organization's non-technical and technical training needs and trends.

Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally.

Established policies/procedures provide guidance for most assignments, but allows for discretion for incumbent to select the most appropriate approach or develop new approach(es) for application and/or consideration by management. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems.

Work is rarely reviewed, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

Qualifications

Candidates must have one year (52 weeks) of specialized experience equivalent to the next lower level (FV-H, FG/GS-12) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience for this position may include, but is not limited to experience:Coordinating technical and non-technical training programs; evaluating, tracking and reporting employees' training and certification status on systems and services that support the National Airspace System (NAS); and compiling, tracking, and analyzing data to ensure compliance with policies and procedures.
