Duties

As a HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 32), GS-0203-5/6, you will provide assistance in administering the military personnel program for the Brigade.

Major Duties - This is NOT an all-inclusive list:

  • Assist in administering the military personnel program for the organization.
  • Prepare for and participate in command level inspections in the area of personnel and administration.
  • Compile subordinate feeder information, identify trends, and propose recommendations based upon recurring required reports and/or findings of assistance visits and inspections.
  • Review and provide recommendations for the assignment and utilization of military personnel in accordance with authorized manning documents.
  • Accomplish or review a variety of military personnel transactions including enlistments, separations, flagging actions, reassignments, promotions, duty assignments, transfers, medical evaluations, line of duty actions, security clearances, awards and decorations, retirements, etc., and forwards actions as required to a higher headquarters.
  • Provide technical assistance to subordinate unit personnel pertaining to applications for passports, and the publication of required personnel orders.
  • Provide administrative support for brigade level enlisted promotion boards.
  • Review the status of all physical examinations within the command and makes recommendations for scheduling and completion.
  • Provide assistance to the commander and staff pertaining to military personnel administration.
  • Provide information to unit personnel about benefits and entitlements, career and bonus programs, educational, retirement, and other benefits.
  • Provide explanations of regulations, methods, procedures, and exceptions involved in routine military personnel actions.

  • This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This is required prior to the effective date of placement. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • Selectee will be required to wear a military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

  • May be required to successfully complete a trial period.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Participation in direct deposit is mandatory.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence,

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will be all U.S. Citizens.


Military Grades: Enlisted only - E1-E7

GENERAL EXPERIENCE: MUST possess progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position with experience using computer and automation systems.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

SPECIALIZED EXPERIENCE: GS-6 Level MUST possess at least 1-year equivalent to at least GS-5; experience administering personnel programs; experience and knowledge of inspections in the area of personnel and administration; experience supporting brigade level program boards; experience reviewing actions for errors and making corrections prior to submission; experience scheduling appointments; experience researching for information concerning benefits, bonuses, education/training, retirement or other personnel questions. GS-5 Level MUST possess at least 1-year equivalent to at least GS-4 or at least 4-years of education beyond high school level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
