This is a TEMPORARY, INTERMITTENT position located in Office of the Executive Director, Bureau of Western Hemisphere Affairs. The incumbent serves as an Administrative Officer responsible for providing emergency administrative and general services expertise on a temporary (TDY) basis at posts throughout the Western Hemisphere.

Duties

Help
  • Applies expert knowledge of agency policies and processes along with host nation laws and regulations, to provide expert support and guidance covering a broad range of administrative functions and resolve complex and interconnected issues.
  • Analyzes and evaluates the efficiency and effectiveness of administrative operations, policies, practices, procedures, and mechanisms in the context of improving delivery of these services.
  • Provides technical advice and assistance to the Management Section or any of the sub-sections ensuring coordination of effort in the accomplishment of the day-to-day operations at an overseas post.
  • Analyzes actions and develops plans and strategies for the internal and external integration of day-to-day and long-range projects that contribute to improving the effectiveness, and efficiency of the assignment.
  • Performs budget work related to the formulation, justification, and execution of the operating budget of post/domestic office assignments in concert with budget analysts ensuring services are appropriately funded.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience advising senior executives on administrative issues, providing expert recommendations on policies, procedures, and solutions related to overseas missions.

  • Experience managing multiple administrative functional areas such as human resources, budgeting, procurement, and property management to ensure continuity and effectiveness of overseas operations.

  • Experience analyzing overseas administrative programs and operations to identify problems, assess effectiveness, and recommend improvements to processes, policies, or resource allocation.

  • Experience resolving complex administrative problems at overseas missions by applying comprehensive knowledge of administrative regulations, policies, and procedures.

  • Experience serving abroad at a US Embassy and/or Consulate.

There is no substitute of education for specialized experience for the GS-14 position.

You will be evaluated for this job based on how well you meet the qualifications above.

Your qualifications will be evaluated on the following competencies:

  • Knowledge of Foreign Service and foreign affairs and overseas operations.

  • Ability to prioritize, organize, and plan work.

  • Ability to apply knowledge of administrative laws, policies, regulations, and precedents. 

  • Skill in oral, interpersonal, and written communication.

  • Skill in advising senior leadership (e.g., Chief of Mission, Deputy Chief of Mission) on administrative management matters affecting organizational and interagency operations. 

  • Skill in applying strategic planning methods to develop and advise on courses of action for administrative programs and mission objectives.
