Duties

Help

  • Plans, organizes, and directs the activities of 613 AOC/AMD Logistics Readiness Branch. Responsible for ensuring the Logistics Readiness Branch complies with legal and regulatory requirements in meeting Combatant Command, Component Major Command, COMAFFOR, and theater JFACC operational objectives.
  • Exercises supervisory personnel management responsibilities. Directs, advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, mission requirements, and EEO and diversity objectives.
  • Represents the 613 AOC/AMD with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with USINDOPACOM, USTRANSCOM, PACAF, AMC,ACC, ANG, AFRC, sister-service major commands, and non-DoD support agencies.
  • Essential member of the 613 AOC/AMD operational planning and execution staff, providing Logistics Readiness expertise for air mobility missions flown within the USINDOPACOM AOR.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The incumbent must be able to work under pressure for varying periods of time, as well as work overtime. In some instances may be required to work varying hours and rotating shift work.
  • May be required to work on shift during contingency operations such as Operation Plan execution, Humanitarian and Disaster Relief, and other scenarios tasked by USINDOPACOM.
  • Incumbent will be required to work in response to short notice contingency operations.
  • Incumbent may be required to be on standby after normal duty hours.
  • Will be required to work independently to resolve/provide solutions to a myriad of problems and issues requiring air refueling expertise.
  • Incumbent will be required to obtain and maintain appropriate security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of 613 AOC/AMD, Logistics Readiness management, execution, planning, and the challenges of managing daily USTRANSCOM and USINDOPACOM airlift operations, to include knowledge of applying analytical and evaluative techniques to the identification, consideration and resolution of 613 AOC/AMD Logistics Readiness issues pertaining to mission execution and reporting functions, supporting current, future, or pending missions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Expert knowledge of 613 AOC/AMD, Logistics Readiness management, execution, planning, and the challenges of managing daily USTRANSCOM and USINDOPACOM airlift operations, to include knowledge of applying analytical and evaluative techniques to the identification, consideration and resolution of 613 AOC/AMD Logistics Readiness issues pertaining to mission execution and reporting functions, supporting current, future, or pending missions.
  2. Knowledge of safety and security regulations, practices and procedures.
  3. Knowledge of investigative fact finding and coordination processes to obtain information and cohesively coordinate mission requirements, functions, processes, and procedures.
  4. Knowledge of Command and Control web-based tools such as GDSS, ES-S, and IGC, used to input and/or extract data, research and provide status of recovery efforts, monitor priorities, and source logistics support requirements.
  5. Ability to plan, organize and direct the logistics staff to work as a team to meet mission requirements; and cohesively integrate into the other AMD functional areas, to include ability to work in a high stress, rapidly respond, and work multiple-tasking, in a high operation tempo daily work environment.
  6. Ability to collect and organize data; and communicate effectively, through written and oral correspondence.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
