The incumbent will be the coordinator for the VA Providence Healthcare System Veterans Transportation Program (VTS). The incumbent will be responsible to communicate with all involved to ensure the program's success to include patients, their care takers, clinicians, Facility Staff, as well as the Senior Management Team. The Mobility Manager will be a critical member of the Transportation Committee. Duties of the position include but are not limited to:

  • Oversees the day-to-day operations of a fleet center having more than 100 vehicles including a variety of special purpose vehicles.
  • Supports the Transit Benefit Program by providing and managing carpool and vanpools.
  • Manages a complicated fleet vehicle operation of high-level fleet activity, security requirements, sensitivity, and weather conditions.
  • Receives new vehicles and assigns to appropriate staff and centers.
  • As a Contracting Officer's Representative (COR), manages complex contract shuttle service with off-campus leased parking to ensure appropriate scheduling and coverage of staff needs are met and the Valet Service for patients.
  • Plans, directs, and administers the complete maintenance program for standard and a variety of special purpose vehicles.
  • Creates and maintains customer contacts with Fleet vehicle manufacturer's representatives and top management officials of user and other agencies
  • Recommends action to reduce total cost to Government in cases where agencies are operating VA owned vehicles and using GSA Fleet Management Center vehicles.
  • Incumbent advises on the goals of cost reduction, energy reduction and productivity improvement.
  • Works extensively with local contracting office and GSA for execution of lease with local and/or GSA authority.
  • Incumbent is responsible for the submission of monthly, quarterly, annual cost, and estimated cost reports on vehicles. Incumbent sets specifications and orders new replacement equipment.
  • Incumbent is responsible for preparation of basic specifications for the equipment, for solicitation of competitive bids, award, and inspection and acceptance of equipment.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-07 position you must have served 52 weeks at the GS-05.
  • For a GS-09 position you must have served 52 weeks at the GS-07
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
GS-07
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assists with the management of the VAMC's Veteran Transportation Program; provides advice to the VAMC's Senior leadership and managers related to a complex transportation program in the Mobility Managers absence; maintains administrative knowledge and managerial skills to support transportation for Veterans with medical and mental health needs; assures and oversees the scheduling of routine, urgent and emergent transportation for veterans, OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have (one) 1 full year of graduate level education, if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist - Mobility Manager position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: Transcripts must be submitted with your application materials or superior academic achievement.
  • Superior Academic Achievement (SAA): SAA at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
    • Rank in the upper one-third of your class in the college, university or major subdivision.
    • A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
    • A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.
    • Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.   • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing and operating a fleet of motor vehicles, to include, sedans, minivans, heavy trucks and buses; communicates with personnel at all levels; conveys ideas, recommendations and guidance to others in verbal and written form; plans and organizes directives, policies and guidance; and, analyzes information and reports to ensure efficient and effective transportation programs. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist - Mobility Manager position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: Transcripts must be submitted with application. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is sedentary; however, it also involves walking, standing, bending and carrying items including books. Travel is required for inspection of maintenance and repair work, accident investigation and visiting customer agencies.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
