This is an Indefinite GS-0201-09 HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), Position Description Number D2009000 and is part of the MO Directorate of Manpower and Personnel, Automated Systems. This is a bargaining unit position.
WHO MAY APPLY: All qualified permanent and indefinite Title 32 National Guard employees who are currently working for the Missouri Army National Guard.
Serves as an advisor to commanders on assigned unit human resources (HR) program. Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members.
Provides training to supervisors and guidance and assistance to military members on program for which assigned. Participates in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations.
Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users. Drafts and implements State policy based on the aforementioned policies.
Publishes guidance to enhance and simplify completion and submission of personnel actions. Conducts command inspections, staff visits and trains personnel within the unit in all programs for which responsible.
Conducts periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program.
Provides commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues in order to assist in HR management decisions.
Responds to correspondence (general, other agency, congressional, etc.) regarding military personnel issues. Researches, prepares response, and maintains action file.
Responsible for and oversees the direction of the EPM/OPM or Incentives program and functions as the technical expert.
Determines the methods and procedures for conducting military career guidance and counseling to ensure officer or enlisted personnel have an optimal and established career pattern.
Provides direction, information, and/or counseling to MILPO staff and commanders of Major Army Command (MACOMM) through unit commanders, supervisors, as well as individual military members as required.
Plans, organizes and assigns work to employees engaged in administrative and personnel work assigned at the command level.
Responsible for and oversees the direction of SIDPERS and internal/external interfaces, and functions as the technical expert. Responsible for and ensures the timely and accurate processing of submitted military personnel actions.
Responsible for the review and verification of promotion actions and/or the review and forwarding of packets for promotion board actions and general Officer nomination packets.
Reviews and determines eligibility upon accepting military technicians (dual status) or AGR positions. Assists other organizations and agencies/units in development of battle roster and personnel assignment.
Manages a control log to maintain document control and an audit trail of all transactions received and dispersed in SIDPERS.
Notifies units and higher echelons of rejected or incomplete transaction/documentation, necessary steps or processes required to resolve the problem, and maintains a database for tracking and suspensions.
Selectee will be required to wear the military uniform.
Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
Males born after 31 December 1959 must be registered for Selective Service.
Participation in direct deposit is mandatory.
Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
This is an Excepted Service position that requires membership in the Missouri National Guard prior to the effective date of placement.
Employment can be terminated with a 30 day notice.
In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
Management has the right to convert this position to permanent status without re-advertising.
Qualifications
MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Army National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).
Maximum Military Grade - CW3 (W-3)
GENERAL EXPERIENCE: Must possess experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management; and experience using computer and automation systems.
GS-09 SPECIALIZED EXPERIENCE: Must possess 24 months of specialized experience that demonstrates knowledge of a wide range of military human resources management concepts, military regulations, policies and procedures sufficient to provide comprehensive guidance in administrative personnel matters; knowledge of personnel authorizations, unit manning documents, duty assignment requirements and criteria sufficient to submit recommended improvements or corrections for the purpose of enhancing personnel readiness; knowledge of organizational missions and capabilities sufficient to perform presentations and briefings; and ability to communicate through oral and written means sufficient to present ideas and information utilizing presentations, briefings, and correspondence.
Education
Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
