Summary
About the Position: Serves as senior technical specialist providing authoritative information on matters pertaining to ecology, biology, fisheries, wetlands, and coastal resources. Responsible for technical adequacy of National Environmental Policy Act (NEPA) and biological sections of planning reports. Represents the District in meetings with citizen groups, technical experts, and agency representatives in resolving complex biological and general environmental issues.
Manages the preparation of Environmental Impact Statements, Environmental Assessments, Coastal Zone Management (CZM) consistency determinations, Water Quality Certification applications, Clean Water Act evaluations, for various projects.
Performs technical and procedural compliance review of other agencies environmental documents for consistency with National Environmental Policy Act (NEPA) and other environmental regulations.
Conducts biological and ecological studies on wetlands, uplands, estuaries, and/or coastal areas to assess environmental impacts of proposed project construction (e.g., habitat impacts).
Recommends measures that incorporate aquatic species habitat requirements (e.g. fisheries) into project designs and also measures to be taken to minimize adverse changes to the environment.
Manages major studies relating to quality of the environment which include analysis of plans and programs of other Federal, state and local resource agencies to protect and enhance the quality and potential of the environment.
Coordinates with other elements of the District on investigations of ecological conditions, environmental problems and natural resources as part of the basic planning efforts of the District. Designs and directs field surveys in impacted areas.
Develops and manages scopes of work for biological, sediment quality, and ecological research and monitoring studies, particularly for wetland, watershed, sediment sampling, and riparian projects.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position has been designated as performing Project and/or Program Management functions, and in accordance with policy and Career Development Plan (CDP), Program and Project Managers are required to achieve certification.
Must obtain appropriate certification to operate a small boat to perform assigned duties in collection of sediment samples and/or baseline environmental data.

Basic Requirement for Physical Scientist (1301):
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Basic Requirement for Biologist (0401):
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Ecologist (0408):
Degree: Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes independently applying environmental laws and regulations (such as National Environmental Policy Act (NEPA) and the Clean Water Act) to manage the preparation of complex environmental compliance documents, such as Environmental Assessments or Environmental Impact Statements. This experience must also include representing an organization to present technical findings and negotiate with regulatory agencies and stakeholders to resolve moderately complex environmental issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
