Help

This position serves as a Work Leader for Maintenance and Operations in accomplishing trades and labor work at the VA Providence Healthcare Systems.

Duties include but not limited to:

  • Understands the heating systems, boilers, pipefitting, plumbing, electrical work, carpentry and painting.
  • Leads fifteen employees to accomplish trades and labor work.
  • Delegates work instructions from supervisors.
  • Demonstrates proper work methods and starts work.
  • Ensures plans are executed to complete blueprints, material and tools are available and stocked.
  • Sets pace performing non-supervisory work of the same kind and level that is done.
  • Oversees the scheduling of work to keep everyone in work crews busy.
  • Checks work in progress when finished for compliance with supervisors instructions.
  • Answers work questions regarding procedures, policies and written instructions.
  • Provides information to supervisor on status and progress of work.
  • Assures that safety and housekeeping rules are followed and all Life Safety and Infection
    Control policies and procedures are followed.
  • Serves as the employee responsible for and performing a variety of duties involved in the
    maintenance of buildings and related structures, fixtures and utilities.
  • Handles routine office matters including credit card purchases and
    timekeeping, as well as providing temporary VA badges for visitors and contractors working in the hospital.
  • Maintains commercial accounts with businesses furnishing the aforementioned type services.
  • Handles any small procurement actions by credit card relative to
    ongoing work or services requiring parts, materials or the hiring of a contractor.
  • Oversees, directs and performs repairs for electric wiring systems, related switches, distribution panels and outlet boxes, as well as a wide variety of electrical fixtures, tools and appliances; following maintenance schedules and inspections, performs maintenance services, diagnoses system or equipment malfunction and repairs as necessary.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2026.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

  • Equipment Assembly, Installation, Repair
  • Interpret Instructions, Specifications (includes blueprint reading)
  • Technical Practices
  • Troubleshooting
  • Without more than normal supervision


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions:

Frequently works from ladders, scaffold and platforms or in cramped, awkward and hard-to-reach places. Work requires the incumbent to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. Equipment operation requires heavy physical effort in constantly moving arms and legs to manipulate controls; considerable strain can be caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Work also requires light physical effort when coupling and uncoupling towed equipment and lifting and handling items weighing up to 50 pounds and occasionally up to 100 pounds.

Works inside and outside in cold, damp, drafty and hot areas in varying weather conditions. Frequently exposed to dust, dirt, shocks, fumes, mud, water and noise. Subject to cuts and bruises and occasionally to, the possibility of broken bones in falls from ladders and scaffolds. Injuries may occur in lifting heavy material or equipment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
