Duties

Help

The incumbent is a senior level performance auditor and information technology (IT) systems auditor within FCC OIG, responsible for conducting audits, inspections, and evaluations, and for overseeing the annual FISMA evaluation conducted by external contract auditors.

Carries out agile work, as warranted, to maximize transparency around issues identified by audits, inspections, and evaluations.

Conducts comprehensive program performance audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) to assist management with identifying waste, fraud, and abuse in FCC programs.

Conducts inspections and evaluations of specialized areas in accordance with the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Blue Book to evaluate FCC programs and to assist management in achieving efficiency in methods and procedures for improved control of various program areas. These include a focus on oversight related to FCC's top management and performance challenges, such as safeguarding national security, and promoting public safety.

Obtains and analyzes sufficient relevant evidence to support significant findings, draw objective conclusions and to identify fraud, waste, and abuse in FCC programs.

Prepares and maintains accurate, well supported working papers and data files, including data from auditees and the OIG data analytics team, and validate and analyze the data to support engagement objectives.

Prepares written reports and oral briefings for senior leaders concerning significant findings that cover the conditions discovered, their cause and effect, and the resulting recommendations.

Qualifications

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified. 

Educational Requirements

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    OR

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Specialized Experience

GS-14

  • Experience leading, planning, and conducting complex audits, evaluations, or inspections involving program administration and/or organization-wide systems and operations.
  • Experience assessing internal controls related to Information Technology, Information Systems processes and procedures, and/or other matters related to national security. 
  • Experience conducting and evaluating comprehensive program performance audits in accordance with Generally Accepted Government Auditing Standards. 
  • Experience supervising and providing technical direction to audit, evaluation, or inspection teams to ensure proper execution of assigned audits, inspections, and evaluations. 
  • Experience preparing and presenting written and oral presentations to management officials.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

What is the Rule of Many

If you ask to be considered under DEU, the FCC adheres to the Rule of Many. The Rule of Many means that more than one applicant can be referred to the hiring manager, not just the top few, nor will candidates be placed into scored qualification categories (i.e. Best Qualified, Fully Qualified, Minimally Qualified). Everyone who meets minimum qualifications and scores 70 or higher may be referred, even if many applicants qualify. There is no fixed limit on how many people can be referred.

Merit Promotion

Candidates who ask to be considered non-competitively also only have to receive a score of 70.
