Duties

Help

  • Works with the Division Chief in planning, organizing, and overseeing the activities of the Division.
  • Participates with the Division Chief in the exercise of supervisory personnel management responsibilities.
  • Serves as the command focal point for mobility weapon system sustainment programming, mandated and discretionary directorate programs, logistics manpower and training requirements, and logistics information technology sustainment and integration.
  • Responsible for Resource Management including FMxC2 Program Management and provides oversight andguidance for other A4 IT systems.
  • Directs development and implementation of AMC/A4 policies and procedures for planning, programmingand budget (PPBS) to support Air Mobility Command's mission.

  • This is a Supervisory position. A one-year supervisor probation period may be required.
  • This is a Centrally Managed Position in the Logistics Management Series 0346 Field.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to logistics/engineering/force protection operations, weapon system sustainment, planning, programming, budgeting and execution (PPBES), manpower, and information technology development and sustainment. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or logistics, engineering, and force protection.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to logistics/engineering/force protection operations, weapon system sustainment, planning, programming, budgeting and execution (PPBES), manpower, and information technology development and sustainment.
  2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or logistics, engineering, and force protection.
  3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
  4. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Skill in advanced strategic leadership by planning and directing all division activities, optimizing organizational structure, and exercising comprehensive supervisory personnel management to develop staff and achieve mission objectives.
  5. Skill in managing complex resource requirements, including developing and defending multi-command budgets (TWCF, O&M) and strategically allocating funds across Mobility Air Forces weapon systems to mitigate risk and meet mission-critical needs. Skill with logistics and IT sustainment, skillfully representing the organization and negotiating with senior stakeholders across multiple MAJCOMs, HAF, and DOD agencies to ensure program integration and success.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
