Help
  • You will conduct and lead Command Information/Operational Technology RMF package accreditation projects ensuring the work efforts achieve the outcome specified in the business strategy.
  • You will implement program/project management principles across all RMF project efforts.
  • You will execute responsibilities within all steps of the Navy Risk Management Framework process.
  • You will analyze cyber security enterprise requirements and translate into technical or contractual specifications.
  • You will collaborate and coordinate with stakeholders to create, review, edit, and obtain concurrence of artifacts required for RMF package.

  • This is a Cyberspace Workforce position, work role code System Security Management, Code 722 the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: define cyber security requirements for new and modified systems and participate in systems design, implementation, and support in response to requirements.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: influence and persuade employees and managers to accept and implement findings and recommendations regarding conflicting policy, competing objectives, or resource problems.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: develop and apply new policy, procedures, and techniques to previously unsolvable problems and recommend solutions to influence agency cyber security polices or programs.

In addition to the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a technical member on cybersecurity projects, responsible for completing assigned tasks and contributing to project deliverables; 2) Utilizing in-depth knowledge of DoD/DON cybersecurity requirements, the Navy acquisition process, and secure configuration management, able to analyze security test results and provide authoritative recommendations to minimize enterprise risk; 3) Executes programmatic oversight of the RMF process, including analyzing enterprise security requirements, translating them into technical specifications, conducting quality assurance reviews of acquisition packages, and managing the validation of Plans of Action and Milestones (POA&M); and 4) Tracking cybersecurity data and metrics for compliance with CIO-related tasking, such as DADMS and DITPR-DON registration.

This position has been designated as a Cyber IT/Cybersecurity Workforce (CSWF) position in specialty area, System Security Management, code 722 and as a condition of employment, incumbents of the position are required to comply with DON Cyber IT/CSWF Program Requirements of SECNAV M-5239.2, which include: 1) Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV 5-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and: 2) Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CWSF related continuous learning annually documented in a current individual development plan signed by both the incumbent and supervisor.

This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work role of Cyber Policy & Strategy Planner code 752 proficiency level Basic and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoD M8140.03 Cyber Workforce Qualification and Management Program dated February 15, 2023 and supporting Department of Navy policies. This designation requires the incumbent to: 1) Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoD M8140.03 for DCWF role of Cyber Policy & Strategy Planner code 752 proficiency level Basic. For more information, please review DoD M8140.03 and supporting DON policies; 2) Participate in continuous professional development program as described in DoD M8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements.
