Summary

The Supervisory Aviation Safety Inspector will manage the Baton Rouge or Scottsdale Flight Standards organization. The position reports to the applicable manager and will execute the Agency's aviation safety mission, communicate and build change coalitions, seek out opportunities and involve their teams in supporting change across the organization, and employ best practices for sponsoring change and manage resistance.

Help

The manager is responsible for aviation safety activities in a complex and dynamic air carrier and/or general aviation environment that includes experience in one or more of the following specialties: Operations, Avionics, Maintenance, and Cabin Safety. Applies an advanced knowledge of the technical aspects of the work directed and ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards and management of risk.

Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to next level managers (e.g., assistant managers, front line managers, supervisory principle inspector, as applicable). Ensures effective managerial work and work quality across all units and cross-organizational relationships while maintaining unit and individual well-being. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Also responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and the setting of the front-line office goals and objectives.

Supports effective problem solving by ensuring subordinates are accountable to address challenges and barriers and are clear about roles and responsibilities for decision-making. Confirms active collaboration occurs beyond the office/branch and that solutions fully consider and represent all relevant perspectives/interests. Delegates work and empower subordinates to decentralize decision-making. Confirms subordinates take on expected work and produce intended results with minimal intervention. Ensure subordinates communicate progress and barriers, and coordinate decisions across organizational boundaries as appropriate. Applies an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.

Makes effective resourcing decisions across several work units, teams, or groups; making certain that work units deliver expected output within required time frame and budget. Adjusts resourcing plans as needed to meet changing work conditions. Hold other managers accountable to make good business decisions in meeting the needs of Flight Standards (FS). Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational unit or team. Manages budget and reallocates resources among organizational units/projects/programs, or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Is accountable of all assigned office equipment.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Holds subordinate managers accountable for maintaining mutually productive partnerships with stakeholders as demonstrated by productive conflict and effective action taking to address issues impeding effectiveness. Meets with stakeholders regularly to identify potential impediments to team and organizational effectiveness. Set and maintain expectations for integrating stakeholder feedback into services provided.

Works as a member of a higher-level leadership team (e.g., Division leadership team) and contribute to problem-solving beyond own function. Builds and maintains an effective office/branch leadership/management team.

Qualifications

Minimum Eligibility Requirements For All Positions:

General Requirements for All Positions:

  1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
  2. Valid State driver's license;
  3. Fluency in the English language;
  4. No chemical dependencies or drug abuse that could interfere with job performance; and
  5. High school diploma or equivalent.

Medical Requirements for All Positions:

Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements:

  1. Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted);
  2. Have the ability to hear the conversational voice (hearing aid permitted); and
  3. Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft.

In addition, applicants for positions that require participation in the operation of the aircraft must:

  1. Possess a valid second – class medical certificate in accordance with FAA regulations; and
  2. Pass recurrent medical examinations as prescribed by the FAA.

Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:

  1. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or
  2. Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.

When the predominant work involves general aviation operations, applicants for Aviation Safety Inspector (Operations) positions must meet all of the following requirements.

  1. Valid, unexpired Flight Instructor Certificate with single and multi-engine airplane and instrument airplane ratings. Must have given a minimum of 200 hours of flight instruction in an aircraft.
  2. Professional flying skill as demonstrated in a flight check to Commercial Pilot Certificate with an instrument rating;
  3. Possession of Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating.
  4. Minimum of 100 flight hours within the last 3 years.
  5. Minimum of 1,500 total flight hours.
  6. Possession of single and multi-engine land airplane ratings.
  7. Not more than 2 flying accidents in the last 5 years in which the applicant's pilot error was involved.
  8. Possession of a valid second-class FAA medical certificate.

When the predominant work involves general aviation avionics, applicants for Aviation Safety Inspector (Airworthiness) positions must meet all of the following requirements.

  1. Aircraft avionics experience involving the maintenance, repair, and troubleshooting of installed avionics systems on aircraft.
  2. Aircraft avionics work experience (which could include supervision or auditing) in a repair station; air carrier repair facility; military repair facility; or local, state, or Federal governmental agency within the last 3 years.

When the predominant work involves general aviation maintenance, applicants for Aviation Safety Inspector (Airworthiness) positions must meet all of the following requirements.

  1. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness.
  2. Maintenance experience with aircraft 12,500 pounds or less maximum certificated takeoff weight.
  3. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state or Federal governmental agency.
  4. Aircraft maintenance work experience within the last 3 years.
  5. FAA Mechanic Certificate with airframe and power plant ratings.

Note - Recency of experience is waived for applicants currently in the 1825 series.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J/FG-14 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is Experience monitoring and evaluating programs for compliance with regulations and standards.
