Duties

Help
  • You will serve as the senior expert and advisor for Command civilian personnel programs and issues that cross traditional functional lines.
  • You will provide advice and guidance to management on a wide variety of highly complex, controversial and sensitive human resources management issues including recruitment, on-boarding, performance management and other typical HR functional areas.
  • You will serve as expert for designated HR regulatory areas and support systems, special studies, and development projects and you will serve as command expert on the planning, coordination, training and execution of HR services.
  • You will serve as expert Command Advisor, as well as Supervisor for a Staffing and Classification Unit, for process compliance and communication ensuring successful civilian fulfillment of Command's HRO responsibilities.
  • You will provide comprehensive and direct advice and guidance to subordinate regional offices through on-site visits and telephone or written correspondence on all facets of the program.
  • You will analyze proposed changes in operations, assesses the impact on personnel program requirements, and advise or guide managers in the most effective personnel management.
  • You will contribute to the strategic vision and plan of the HRO and evaluate personnel program operations for quality of work productivity, regulatory compliance and effectiveness of service to managers and employees.
  • You will develop HR recommendations and discussions to influence HRM transformation-based strategies and services and advise and assist command on HR services and issues.
  • You will develop quantitative surveys and analytical methods to define the workforce and to identify actionable strategies for improving HR services and objectives.
  • You will monitor service delivery by OCHR and coordinate with directors where Command concerns are identified, developing and executing policies and requirements, advising HQ on development and implementation of HR and all workforce policies.
  • You will provide oversight, evaluate program effectiveness, and recommend changes to programs as needed, initiating modifications to support changes in technology and ensuring state-of-the-art equipment in support of mission needs.
  • You will conduct studies and analyses, trending/forecasting data, and oversee the maintenance of overall strategic planning and development requirements in response to tasking, but more often in response to high-level, often undefined requirements.
  • You will evaluate new legislation, public laws, regulations, policies, and procedures, determining the direct and indirect impact on the total Command workforce program of new legislation, executive, and regulatory issuances.
  • You will plan and/or conducts assessments and evaluations of the overall HR workforce customer service and support.
  • You will evaluate problems, deficiencies, and inadequacies identified in administering and delivering HR workforce training and support to the customer, identifying areas to measure the success in workforce development and training.
  • You will oversee queries to access data, regular reports, briefings, training materials, information papers, and strategies to ensure that business analytics plans, policies, and procedures are established, implemented, and sustained.
  • You will initiate research, benchmarking studies, pilot programs, and other appropriate actions to identify and address existing and emerging competency gaps in the civilian workforce.
  • You will align recommendations, advice, and options, key desired results and guiding principles, identifying and proposing alternatives, defend available options, anticipates reactions and explain complex matters in understandable terms.
  • You will ensure that adequate internal control systems are developed and operative so that government resources are efficiently and effectively managed.
  • You will prepare responses to sensitive correspondence including, evaluating, conducting, or participating in staff studies on programs to determine trends, problems and corrective action.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-12/13 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading human resources services, strategies, and programs to advise on complex HR issues, oversee key functions, ensure effective workforce management and development, and implement policies, conduct analyses, and influence strategic HR decisions in order to optimize a naval team or program.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. The salary range shown in the announcement represents all of the positions within the NH-4 broadband level, however the salary range for this position is capped at GS-15, step 5, currently $191,850. If your current salary is above this amount, your salary may be matched.

This position is covered by the Department of Defense Priority Placement Program.
