Summary

The incumbent will serve as the Chief of Staff for the Office of Civil Rights, providing executive-level support to the Associate Administrator and leading day-to-day operations to ensure effective execution of organizational priorities across programs, personnel, and resources.

As Chief of Staff for the Office of Civil Rights, you will perform the following duties:

  • Serve as a member of the management team and ensures effective day-to-day coordination and execution of administrative and program support activites. Oversees operational processes to ensure alignment with leadership priorities, established timelines, and strategic objectives. Identifies operational risks, workflow inefficiencies, and cross-functional issues. Provides executive-level advice on organizational performance, and implementation of strategic initiatives.
  • Lead budget formulation and execution activites, translating strategic goals into resource requirements and funding plans. Develops budget projections, analyzes funding needs, prepares justifications, and analyzes financial reports and spending trends to project resources needs, identify risks or shortfalls, and advise leadership on budget priorities and resource allocation decisions.
  • Provide oversight and coordination of procurement and contract management activities to ensure contracts support mission needs and are effectively executed. Develops acquisition planning strategies in coordination with Contracting Officers and Contracting Officer's Representatives (CORs) and oversees contract monitoring activities to ensure compliance with applicable policies.
  • Oversee internal communications and internal human capital coodination, includiing workforce planning, recruitment actions, training, performance management, and position management. Advises executive leadership on staffing requirements and coordinates hiring actions and staffing plans across the organization.
  • Serve as first-line supervisor over assigned professional and administrative staff. Assigns work, establishes performance standards, evaluates employee performance, takes actions to correct employee misconduct or unacceptable performance, and ensures equal opportunity principles are applied in recruitment, selection, promotion, training and awards.

The GS-0301-14 salary range starts at $143,913 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is experience providing executive-level analysis and advice to senior leadership on organizational performance, operational risks, or implementation of strategic initiatives; coordinating organizational operations such as budget management, workforce planning, acquisition activities, or internal management processes; leading or coordinating cross organizational initiatives involving multiple offices or stakeholders; analyzing budget execution or resource requirements to support management decision-making; and supervising employees or leading teams responsible for administrative, operational, or program support functions.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of GSA organizational operations and administrative processes sufficient to coordinate administrative and program support activities, oversee operational processess, identify operational risks and workflow inefficiencies and support alignment with leadership priorities and strategic objectives.
  2. Knowledge of federal budget formulation and execution processes sufficient to develop budget projections, analyze funding needs and financial reports, prepare budget justifications, and advise leadership on resource allocation and budget priorities.
  3. Knowledge of federal acquisition and contract management principles sufficient to coordinate procurement activities, support acquisition planning strategies, monitor contract performance, and ensure compliance with applicable procurement policies.
  4. Ability to manage staff and coordinate human capital activities including workforce planning, recruitment actions, training, performance management, and supervision of professional and administrative staff.
  5. Skill in analyzing organizational performance and operational issues and providing executive-level analysis, advice, and program analysis to support GSA leadership decision-making and implementation of strategic initiatives.
