Duties

Help

As a TELECOMMUNICATIONS SPECIALIST (COMSEC) GS-0391-11, you will perform duties as the Eastern Air Defense Sector Communications Security (COMSEC) Manager, providing secure and efficient COMSEC operations. The position establishes policy, manages, operates, and maintains the Air Force Electronics Key Management System (AFKEMS) and the Multilevel Security (MLS).

  • May be required to successfully complete a two year trial period.
  • Participation in direct deposit is mandatory.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Work may occasionally require travel away from the normal duty station.
  • The employee may be required to travel on military and commercial aircraft.
  • The employee will also perform duties as the primary facility manager, safe and equipment custodian.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Performs other duties as required.
  • Incumbent must be eligible to obtain and maintain a TS or TS/SCI security clearance (Special Compartmented Information), as required.
  • The work involves considerable recurring physical exertion, such as standing, walking, bending, stooping, and reaching. Packages picked up may weigh up to 75 pounds.
  • Must be able to obtain and maintain the appropriate security clearance of the position within one year of appointment.

Qualifications

SPECIALIZED EXPERIENCE:
Must have one year equivalent to at least next lower grade level. Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Education and training that provided knowledge of communications equipment, systems, services, and transmission media; knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; application of specialized communications methods and analytical techniques; technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; and competencies in the subject matter or business processes associated with the DoD, U.S. Army, or U.S. Air Force telecommunication programs.

Education

Substitution for Specialized Experience :

Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

You must provide Official Transcripts as documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Additional information

If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)).

Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90 day break in service).

Additional Conditions Of Employment:
This position is designated by Air Force as a testing designated position (TDP) under the Air Force Civilian drug-testing program. The incumbent is (a) to refrain from use of illegal drugs and (b) if requested, submit to urinalysis testing. The individual must sign a statement acknowledging the position occupied is identified as a TDP.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Security + Certification and Top Secret is desired at the time of appointment for this position.
