Duties

Help
  • Perform reviews of Directorate's programs, processes, and organization by researching and interpreting broad and often ambiguous higher-echelon regulations to develop local policies and standard operating procedures (SOPs).
  • Designs and implements new business processes and data management strategies for the General Fund Enterprise Business System (GFEBS).
  • Serves as a primary source of verified data to manage and execute the Utilities Billing System (UBS) program.
  • Serves as the Dugway Proving Ground garrison GFEBS power user. Trains and arranges for training for DPW and contractor personnel.

  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Incumbent may have to work some nights and weekends to meet mission needs.
  • This position requires proficiency in Microsoft Suite.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To Qualify at the GS-11 Level:
Specialized Experience: One year of specialized experience which includes
(1) Tracking project activities to ensure compliance with operational procedures;
(2) Implementing standardized business processes to ensure project data management; and
(3) Analyzing operational data to recommend workflow improvements.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Public Administration, or Operations Management.

OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

To Qualify at the GS-12 Level:
Specialized Experience: One year of specialized experience which includes
(1) Analyzing business programs to optimize performance;
(2) Resolving customer billing queries through data analysis;
(3) Summarizing analytical findings into reports for management; and
(4) Implementing new business processes to improve data integrity.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

The position is located at United States Army Dugway Proving Ground, approximately 50 minutes, from Tooele, Utah, and a 90-minute drive from Salt Lake City, Utah. Dugway offers various alternate work schedule opportunities with most of the workforce working 4 ten-hour shifts Monday through Thursday. DPG is physically remote, entirely self-sufficient with government housing available for Soldiers, civilians, and Contractors. An AAFES PX, Civilian Authorized Commissary, Community Club, Physical Fitness Center, Swimming Pool, Post Chapel, Childcare, Youth Services and Tooele County K-12 school system are on post.
