Summary

This position is located in the Bureau of Political Military Affairs (PM), The Office of Weapons Removal and Abatement (PM/WRA). PM/WRA is responsible for implementing and monitoring policy, programs and public engagement efforts that contribute to the preventionand mitigation of conflict, as well as post conflict social and economic recovery. The incumbent, as Grants Officer, is responsible for awarding and administering tens of millions of dollars in Conventional Weapons Destruction (CWD).

Duties

Help
  • Provides guidance and advises PM Bureau staff to develop, analyze, award, and administer awards.
  • Validates the accuracy of official grant documentation to ensure compliance with all legal and administrative requirements prior to the signature of the award officials.
  • Provides the full spectrum of financial and compliance oversight support within PM/WRA relating to grants and cooperative agreement management and administration.
  • Negotiates and concludes financial assistance awards or instruments in accordance with applicable statutes and regulations and in a manner consistent with the principles of sound business management.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. 

Qualifying specialized experience must demonstrate the following:

  • Experience managing the full life cycle of financial assistance awards and agreements in support of foreign assistance activities, programs, and efforts to prevent and mitigate conflict.
  • Experience obligating foreign assistance funds to fulfill U.S. foreign policy goals through grants and cooperative agreements.

To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.

There is no substitute of education for specialized experience for the GS-13 position.

Your qualifications will be evaluated on the following competencies:

• Knowledge of Federal and DoS regulations, policies, and procedures applicable to the assistance process and administration of domestic and foreign grant programs.

• Knowledge of various grant and cooperative agreement types, techniques, and methods of providing assistance, including cost sharing and assistance selection processes.

• Knowledge of departmental financial management, planning, programming, and budget execution procedures.

• Knowledge of the differences between acquisition and financial assistance purposes.

• Skill in applying methods and procedures for processing direct and reimbursable program funds.

• Ability to communicate, both orally and in writing, to present briefings and provide written justification of programs to management.
