Duties

Help
  • Responsible for planning a comprehensive program of on-the-job, proficiency, and certificationtraining for all Fire and Emergency Services personnel.
  • Plans and schedules work to meet program goals, and objectives.
  • Conducts recurring proficiency training in each functional area of fire protection.
  • Oversees, develops lesson plans for recurring proficiency training utilizing methods following established guidelines of the International Fire Service Training Association (IFSTA).

  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

  • Incumbent must wear a uniform and appropriate safety apparel in accordance with established policies and procedures.
  • The work requires the incumbent to drive a motor vehicle. An appropriate, valid state and government driver's license is required.
  • Occasional travel is required (not more than 5%).
  • This position has been designated “Mission Essential”.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program.
  • Must be able to obtain and maintain a determination of eligibility for a Confidential security clearance or access for the duration of employment.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • Appointment to this position is subject to a one year probationary period.

In order to qualify, you must meet the education and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Individual Occupational Requirements

Basic Requirement:

General Experience: Work experience or military service that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position.

AND

Specialized Experience: Experience that demonstrated the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.

DOD FIRE AND EMERGENCY SERVICES MINIMUM QUALIFICATION AND CERTIFICATION REQUIREMENTS:
To occupy this position, at the time of appointment the incumbent must possess and then continue to maintain the following DoD Firefighter Certification levels:

Fire Officer III
Fire Instructor III
Fire Inspector II
HAZMAT Incident Commander
Airport Firefighter

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).

***Special Note for Military Members***

MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement [** unless the following conditions have been met: the Secretary concerned authorizes the appointment; or the position is authorized special pay under 5 U.S.C. 5305; or a state of national emergency exists].

MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. Applications will only be accepted from members of the Armed Forces that indicate they are immediately appoint-able within 120 days.

If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment.

If you have returned from OCONUS to CONUS and two years or more have passed, your time served in the OCONUS area will be reset upon accepting this assignment.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
