Duties

Help

Duties include but are not limited to:

  • Plans, develops, coordinates, implements, evaluates and reports organizational and program changes required to meet administrative activities and program requirements based on rapidly changing directives and clinical guidelines.
  • Manages the Business Office Outpatient Clinical support staff at the main facility and program guidance for Primary Care and community-based outpatient clinics administrative staff.
  • Ensures appropriate coverage is provided by the EMT/Paramedics on rotating shifts for patients requiring special transportation.
  • Establish and maintain quality assurance measures to evaluate the performance of employees and ensure compliance with program guidelines established by current Laws and Regulations.
  • Makes recommendations regarding promotions, reassignments and separations of employees assigned to the sections.
  • Ensures that subordinates receive proper training for upward mobility and receives proper guidance In accomplishing this goal.
  • Coordinates the various functions of the unit with other sections of the Business Office, Primary Care, Specialty Care and other outpatient staff in the medical center.
  • Resolve operational computer problems and relays technical problems to the Business Office Program Application Specialist.
  • Evaluates the need for positions as well as the skills and knowledge required to perform the task assigned to the position.
  • Determines, formulates, executes and evaluates the budgetary and personnel requirements for the sections; submitting documented Justification when required.
  • Responsible for evaluating the effectiveness of programs within the sections and keeps management Informed of information vital to the accomplishment of the service goals of quality service to internal and external customers.
  • Provides oversight of Administrative Programs: and serves as a technical expert to other Administrative Clinical Sections within Primary Care Service, Medical Service and indirect supervision of MSAs at the CBOCs.


Work Schedule: Mon -Fri 7:30AM - 4:00PM; subject to change based upon the needs of the facility.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/21/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or educations described below:

  • Specialized Experience: One year of specialized experience equivalent to the GS-9 level or higher which includes interpreting and applying regulations, policies, and procedures related to medical administration within a healthcare setting; developing and implementing process improvements for medical administrative operations; preparing written correspondence and reports for management review regarding medical; AND/OR training and mentoring new staff in medical administrative procedures and VA policies.

  • Educational Substitute: Successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Note: Transcripts are required.
OR,
  • Education/Experience Combination: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. (Transcript required).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is both sedentary and walking. Verification of means test data and updates may need to be obtained from our inpatient wards, Community Living Center or Domiciliary location. The position requires constant viewing of the computer.
