Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HUMAN RESOURCES SPECIALIST (COMP/RECRUITMENT & PLACEMENT), Position Description Number T5022P01 and is part of the KS Air Joint Forces Headquarters, National Guard.
Current on-board indefinite or permanent federal employees or technicians within the HRO (Human Resources Office) Topeka, Kansas.
This includes AGRs with reemployment rights within this unit.
As a HUMAN RESOURCES SPECIALIST (COMPENSATION, RECRUITMENT AND PLACEMENT), GS-0201-12 you will serve as the state's principal Recruitment and Placement advisor and technical consultant to management involving a wide variety of complex issues impacting the full range of staffing options and recruitment strategies for a variety of professional, administrative, technical, trades and labor occupations. Provide expertise on staffing programs, pay setting, recruitment/retention/relocation incentives, military technician compatibility, reduction-in-force, permanent change of station, placement and promotion issues, and other special interest programs. Other duties as assigned.
Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.
Federal employment suitability as determined by a background investigation.
May be required to successfully complete a probationary period.
Participation in direct deposit is mandatory.
The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment. Must be able to obtain and maintain a secret security clearance within one year of appointment.
Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
Position designated Essential Personnel, may be subject to duty in preparation for, or in response to, state emergency/ disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.

Qualifications
GENERAL EXPERIENCE:
Must have3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work.
SPECIALIZED EXPERIENCE: Must have at least 1-year specialized experience equivalent to at least the next lower grade, performing general recruitment, placement and compensation duties, providing advice to both management and employees regarding moderately complex HR issues and questions and comprehensive knowledge of a wide range of HR concepts, laws and/or regulations sufficient to provide analytical and diagnostic advice to management and organizational leadership.
