Duties

Help
  • You will serve as the deputy analyst for leading C2F’s continuous effort of assessment planning that is aligned with the commander’s mission, intent, guidance, and operational plans.
  • You will collaborate with C2F leadership to provide the staff with the ability to analyze operational objectives, effects and tasks, and design and execute rigorous assessments of operations at the Operational Level of War (OLW).
  • You will collaborate with operational planners, intelligence counterparts, and subordinate commands to gather qualitative and quantitative data for a data collection plan that informs assessments.
  • You will assist in analyzing large datasets and qualitative information to produce data-driven insights and recommendations that communicate effects assessment and risk assessment.
  • You will prepare and deliver clear, concise and impactful assessment products (briefings, reports, papers) to Flag-level leadership.
  • You will lead the staff in identifying and justifying C2F’s Maritime Operations Center (MOC) warfighting requirements and develop resourcing plans consistent with assigned tasking in support of Commander’s priorities.
  • You will update, document and implement comprehensive processes and procedures necessary to maintain C2F MOC’s operational requirements process.
  • You will contribute substantively to and lead efforts to document SME’s consideration of alternative strategies and competing proposals to address capability gaps to provide a record to guide subsequent program planning.
  • You will develop and manage input from the Integrated Priority List (IPL) and other procurement processes to address critical MOC gaps.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Demonstrated experience leading continuous assessment planning aligned with a commander's mission, including the design and execution of rigorous assessments of military operations at the Operational Level of War (OLW).
  • Proven ability to analyze large datasets and qualitative information to produce data-driven insights, effects assessments, and risk analyses, and to prepare and deliver clear, concise, and impactful briefings and reports to Flag-level leadership.
  • Expertise in leading the staff identification and justification of Maritime Operations Center (MOC) warfighting requirements. Leverages leadership, programmatic knowledge, and analytical skill to develop and refine requirements covering all facets of Commander U.S. SECOND Fleet and Maritime Operations Center current and future portfolio. Assists and/or formulates, de-conflicts, and compiles C2F and MOC requirements across the DOTMLPF spectrum, prepares programmatic and resourcing documentation, to include formal submissions to support development of the annual POM issues which update the FYDP.
  • Strong collaboration skills, with a history of working frequently with operational planners, intelligence counterparts, subordinate commands, and external partners to gather data and refine system requirements.
  • A track record of driving innovation and process improvement by identifying needs, refining analytical methods and tools, and leading the development, validation, and implementation of new initiatives to enhance MOC effectiveness and lethality.
  • Mastery of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or complex management processes and systems.
  • Expert knowledge of the Navy Planning Process and Assessments, with the ability to create and implement a technically sound assessment framework relevant to the commander's objectives, policies and guidance.
  • Demonstrated ability in high-level programming languages with extensive libraries for data analysis and statistical computing, and proficiency in tools found in the Microsoft Office Suite, including pivot tables and macros.
  • Strong understanding of statistical concepts and project management principles, with the ability to gather, clean, and analyze large datasets to identify trends, risks, and opportunities.
  • Excellent composition and verbal communication skills, with the ability to analyze, present, and describe complex issues through reports, proposals, charts, and graphs to senior leadership.
