The position is located in the Office of Information Technology (OIT); End User Services (EUS) , End User Operations (EUO), Endpoint Engineering (EE). The incumbent functions as the Director of Endpoint Engineering. The work performed by the incumbent has a critical impact on VA's ability to analyze, develop, and implement IT projects and programs, and ultimately affects the plans, goals, and effectiveness of VA Medical Centers nationwide.

OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans.

OIT Vision: To become a world-class organization that provides a seamless, unified Veteran experience through the delivery of state-of-the-art technology.

Duties include but not limited to:

  • Provides management leadership in information engineering with focus on Desktop Device Engineering (DDE), Messaging and Authentication Engineering (MAE), Enterprise Endpoint Management and Reporting (EEMR), Mobile Technology and Endpoint Security Engineering (MTESE), Business Voice-Call Center-Video Engineering (BV/CC/VE).
  • Provides guidance, expert advice, and collaboration among the administrations and staff offices in developing, promoting, and maintaining information assurance measures to adequately and cost-effectively protect sensitive information.
  • Management and analysis of Endpoint Engineering technologies, mobile devices, desktop technologies and security services.
  • Adhere to the systems engineering principles for evaluating client technologies in terms of meeting defined business requirements, performance, cost effectiveness, scalability, enterprise management, and general long-term viability.
  • Resolve conflicts in laws, regulations, policies, standards, or procedures.
  • Review or conduct audits of information technology (IT) programs and projects.
  • Evaluate the effectiveness of procurement function in addressing information security requirements and supply chain risks through procurement activities and recommend improvements.
  • Develop and document supply chain risks for critical system elements, as appropriate.
  • Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals.
  • Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully.
  • Coordinate and manage the overall service provided to a customer end-to-end.
  • Gather feedback on customer satisfaction and internal service performance to foster continual improvement.
  • Manage the internal relationship with information technology (IT) process owners supporting the service, assisting with the definition and agreement of Operating Level Agreements (OLAs).
  • Review service performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up.
  • Identify and prioritize business functions in collaboration with organizational stakeholders.
  • Plan implementation strategy to ensure the enterprise components can be integrated and aligned.
  • Provide advice on project costs, design concepts, or design changes.

Physical Demands: The work is primarily sedentary, but there may be occasional walking, standing, bending and carrying of light items. The work may require some physical effort, such as standing, walking, bending, or sitting. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations. The work requires almost constant use of a video display terminal.

Working Conditions: The work is usually performed in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate. Position is in a virtual organization. This position requires extensive travel to VA headquarters and other VA installations.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

To qualify for this position, all qualification requirements must be met by the closing date of this announcement-04/21/2026.

  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skllls, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: Demonstrated experience and skill in the technical management and leadership of large scale multidisciplinary senior technical and professional personnel in planning and executing Agency wide complex technical programs. Demonstrated experience and ability in reviewing and evaluating Enterprise engineering issues of significantly complex scope. Demonstrated experience and ability in designing, reviewing, and evaluating engineering designs for Enterprise-wide solutions of significantly complex scope. Demonstrated experience and ability to balance and mediate competing technical demands, expectations, and perspectives among multidisciplinary technical and professional personnel, and external entities. Demonstrated experience leading technical programs at the agency or department level, particularly in organizations with over 50K employees.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
