Help

Specific duties include:

  • Sets the overall objectives and decides on the resources available. The incumbent supervises the following: Emergency Management Specialists, Physical and Personnel Security Specialists, Safety and Occupational Health Managers and Specialists, Management and Program Analysts and the VBA Watch Officers.
  • Overall responsibility for VBA's national Physical Security, Personnel Security, Safety and Emergency Preparedness programs; serving 56 Regional Offices and over 300 Out-Based Sites that are geographically located throughout the United States and its territories.
  • Possesses speaking and writing skills to communicate effectively with senior officials and to produce clearly written reports and correspondence are necessary.
  • Serves as VBA liaison for the Under Secretary of Benefits to the VAIOC on operational matters and coordinates program policies with other official VA missions and program elements, and top officials of other Federal and State agencies.
  • Represents VBA at meetings and serves on task forces and committees relating to the VAIOC, emergency preparedness plans, policies, procedures, and other activities as directed by the Director or Deputy Director, Office of Mission Support.
  • Meets regularly with officials of Federal Emergency Management Administration (FEMA), Office of Management and Budget (OMB) and other Federal agencies to coordinate emergency plans and operations. Serves on task forces with high-level administration staff, and managers of national programs and projects dealing with specific issues of importance to the continuity of VBA's substantive nationwide missions and programs.
  • Oversees a broad range of planning services that provides VA and VBA senior leadership the ability to utilize critical thinking and analytical skills to conduct predictive analysis of information flowing to and through the VAIOC.
  • Serves as the VBA subject matter expert on Physical and Personnel Security. In this role, the incumbent provides oversight to the security support services which set the security policies, programs, and established security standards to protect and safeguard the agency's personnel, property, facilities, and information to include national security standards for VBA. The incumbent exercises technical and administrative supervision over the Administration's physical security program, responsible for the planning and management of a highly complex security program and physical security operations.
  • Serves as or designates a subordinate to serve as a security representative in working groups to plan and develop security strategies. Ensures subordinate staff conduct activities in their areas of responsibility in accordance with current issuances.
  • Participates in briefings and meetings at the Senior Executive Service level to provide financial advice and assistance.
  • Manages VBA's development and management of security programs at individual VBA facilities and activities. The incumbent provides oversight and policy direction through subordinates for VBA security support operations.
  • Ensures oversight and policy application of all Federal statutes in the protection of information, personnel and property, the protection of civil rights of all persons, and the preservation of a safe, secure, and peaceful environment and provide guidance to other management officials in coordination with other divisions.
  • Responsible for implementing all aspects of Homeland Security Presidential Directive 12 (HSPD12) for VBA. Provides physical and personnel security oversight and managing program compliance to maintain a secure environment for facilities at multiple headquarters in support of VBA.
  • Exercises VBA-wide security authorities in the areas of personnel, technical, and physical security in addition to Operations Security, special security, security training, and Operations security awareness. Skilled in planning, organizing, and directing studies to develop long range analysis and forecasts and recommend overall plans and proposals for major agency and interagency security projects. Reviews the draft building designs to ensure compliance with applicable security codes or regulations.
  • Serves as or designates a subordinate with the responsibility to develop long and short-range plans, goals, and objectives of the organization as it applies to safety.
  • Manages the development and communication of policy and guidance for compliance with safety and occupational laws and regulations to provide guidance to VBA facilities in meeting all requirements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/20/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-15 position you must have served 52 weeks at the GS-14 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-15 Grade Level: 1 year equivalent to at least next lower grade level
  • Specialized Experience: may consist of any of the following fields in program and project management
    • Applying policies and contingency operations in order to conceptualize, develop, and/or modify program policies, procedures, and methods;
    • Experience utilizing National Response Framework and National Command Systems for the structure and associated functional responsibilities of Federal Departments and Agencies;
    • Possesses management theory, skills, and experience in fostering good teamwork practices; and
    • Communicate results of complex analysis both orally and in writing to a diverse audience including senior management.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Supervisory Situational Judgement Test: Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment, decision-making, and leadership competencies associated with effective supervision in a Federal work environment. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. This assessment is required for all applicants.
