WHO MAY APPLY: All qualified permanent and indefinite Title 32 National Guard employees who are currently working for the 139th Airlift Wing in St. Joseph, Missouri.

Duties

Help
  • Plans, directs, and manages operational and training matters pertaining to assigned loadmasters.
  • Researches, interprets, analyzes and applies proper guidelines, policies, regulations, etc. pertaining to aircrew function.
  • Establishes policies and procedures for accomplishment of loadmaster function.
  • Reviews organization mission, functions, and manning.
  • Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives.
  • Develops and provides training for loadmaster instructors and flight examiners as well as loadmaster aircrew upgrade and proficiency training/instruction as needed.
  • Schedules and conducts training for instructors and flight examiners on instructional methodology, student assessment, and training techniques.
  • Validates that unit training program meets these requirements and ensures that the full range of instructional techniques (i.e., theory, formal classroom instruction, and actual on the job practice) is used.
  • As a flight examiner, the incumbent administers no notice and annual evaluations to ascertain the performance of loadmasters during all phases of mission execution.
  • Maintains oversight of loading and unloading of aircraft, ensuring that all required documentation is completed.
  • Manages a list of trained Loadmasters to meet the need for the Joint Airdrop Inspector (JAI) Program.
  • Ensure pertinent and time sensitive information is disseminated in a timely manner.
  • Manages trained Loadmasters to meet the needs for the following operations.
  • Perform procedures unique to the ice cap cargo airlift operation in severe operating conditions encountered at the Artic and Antarctica.
  • Develops and provides instruction on MAFFS, fire behavior and inflight MAFF duties to US as well as foreign nationals.
  • Performs other duties as assigned.

  • Selectee will be required to wear the military uniform.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • This is an Excepted Service position that requires membership in the Missouri National Guard prior to the effective date of placement.
  • Employment can be terminated with a 30 day notice.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
  • Management has the right to convert this position to permanent status without re-advertising.
  • May be required to successfully complete a supervisory probationary period.
  • Must attain and maintain mission-ready status at the appropriate crew qualification level in the unit's assigned aircraft.
  • Must take and pass written and in flight standardization evaluation examinations to include random no notice evaluations.
  • May be required to travel in military and commercial aircraft to perform temporary duty assignments.
  • Must be instructor qualified, maintaining proficiency in the Principles of Instruction.
  • May be required to maintain flight examiner qualification. Periodically, as prescribed by regulations, must take and pass written and in-flight standardization/ evaluation examinations to include random no-notice evaluations.
  • Required to maintain proficiency in the use of firearms. As prescribed by regulation, may be required to carry and use a concealed weapon while performing aircrew related duties.
  • Must work in confined, hazardous noise areas, is subject to inclement weather during ground operations and dangerous environmental conditions during flight, and may operate in austere location.

Qualifications

MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).

Maximum Military Grade - MSgt (E-7)

Minimum Military Grade - TSgt (E-6)

GENERAL EXPERIENCE: Must possess experience in functions such as preparing aircraft loading plans, loading and offloading aircraft, operating loading equipment, and ensuring security of cargo in flight?

GS-11 SPECIALIZED EXPERIENCE: Must have 36 months of specialized experience that demonstrates your ability to plan and direct the loading distribution and securing of cargo in aircraft; plan, schedule and conduct standardization, initial and mission qualification as well as continuation, upgrade and specialized training; and plan, organize, schedule and assign work to employees, and establish priorities and revise assignments based on abilities and special qualifications. Must possess certification as an Aircraft Loadmaster Instructor.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
