IARPA is an activity within OESET. IARPA invests in high-risk/high-payoff research programs that have the potential to provide our nation with an overwhelming intelligence advantage over future adversaries. IARPA addresses cross-agency challenges, leverages expertise from across the IC, and transitions advanced capabilities to IC partners.
The Partnerships and Transition Officer is responsible for working with mission-focused organizations across the Government - to include interagency, academia, the business community, and other non-Government entities - to enable and maximize all aspects of technology transition. The position is part of the IARPA Front Office and leadership team and is responsible for:
1. Facilitating the stand up of interagency relationships and engagements to solicit and understand IC mission and technical needs, and work with IARPA leadership to curate and develop paths forward to address the needs.
2. Identifying and stewarding mission partner connections and transition opportunities for new and existing IARPA research programs;
3. Identifying, documenting and reporting of technology transitions and success stories; and
4. Publicizing and promoting IARPA's successes and raising awareness of the IARPA brand.
Although it is a non-supervisory position, the position will have a team of contractor personnel support these responsibilities.
Cultivate and foster an environment for IARPA to be successful in the transition of high-risk /high-payoff research programs and technology investments.
Lead, initiate, plan, and coordinate engagements with IC transition partners to facilitate technology transition opportunities.
Oversee and implement the development, approval, application, and communication of policies, guidelines, and procedures that support information sharing with partners (foreign, military, government, private sector, etc.) and provide a framework for managing the relationships between partners.
Guide, plan, direct, and orchestrate inter-agency and cross-directorate collaboration on programs and technology objectives, and develop a rubric to evaluate and assess these efforts to ensure that they are successful.
Lead, plan, promote, and share information and knowledge within ODNI, across the IC, and with other government agencies.
Initiate, establish, foster, and effectively participate in forums for sharing and analyzing operational challenges across the US Intelligence Community (USIC) and shared with foreign partners.
Lead, plan, and oversee all aspects of partner engagements with leadership, to include advancing coordination with partners, identifying engagement opportunities, developing meeting agendas and talking points, preparing leadership for meetings, developing Memorandum for Records, and monitoring the completion of follow-on actions.
Engage and facilitate collaborative activities with partners and other government agencies; as requested, act as an authority on the emerging technology challenges for the USIC in classified and unclassified settings.
Develop opportunities to deliver technological capabilities from IARPA to USIC mission users in the Field; establish frameworks for evaluating the effectiveness of these transition activities; and hold mission partners accountable for active participation in technology development, delivery, and adoption.
Lead, manage, and organize U.S. Government working groups, meeting, boards, and other forums to exchange information, develop recommendations, resolve issues, and implement specific policies regarding partner relations issues.
Build a "Front Door" for the identification and consolidation of intelligence resource gaps across the USIC that inhibit mission users' access to capabilities, and implement strategies and procedures that are designed to overcome the "valley of death".
Work across the emerging technology ecosystem to identify technologies and transition opportunities that fulfill mission need, and that IARPA can mature for USIC mission users.
Research, coordinate, and capture transition successes from past and present research programs, and identify and facilitate new technology transition opportunities.
Develop and implement a strategic communications plan that promotes and publicizes IARPA's brand and success stories.
Document and report required transition and publication metrics to Congress and Office of Management and Budget (OMB).
Oversee and lead all activities of the office, including budget planning and financial execution, oversight of contractor teams, and general office operations.
Guide the planning, preparation, and presentation of briefing papers, meeting guidance, publicity articles, website content, and other related information.
Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. Expert experience and knowledge of inter-agency coordination and operations to sustain effective working relationships with other U.S. Government departments, agencies, and centers - including foreign and non-Government partners.
