Duties

Help

The Office of Communications has the lead responsibility for managing and delivering the public service aspectof OIG's mission, with particular emphasis on developing and maintaining relationships with internal andexternal stakeholders, including the media and other special constituencies. The Office of Communicationsmanages and directs OIG's communication program and disseminates OIG work products and messages to theDepartment and the public.

Duties for the Visual Information Specialist, GS-09/11 include but not limited to:

  • Serves as a Visual Information Specialist in support of the HHS OIG Office of Communications, contributing creative expertise to high-visibility projects.
  • Plans, conceptualizes, and develops compelling visual information products for diverse audiences.
  • Designs a wide range of visual materials-including illustrations, graphics, diagrams, charts, models, slides, and other multimedia-for publications, websites, exhibits, live events, and video-recorded communications.
  • Assists in producing healthcare-related multimedia content, such as graphics, infographics, data visualizations, photography, and video packages, using specialized software to strengthen and enhance OIG messaging.
  • Independently produces, edits, and coordinates approvals for visual communication materials from concept through final delivery.
  • Develops and edits graphics, photos, videos, and other visual assets to support organizational initiatives and strategic communications goals.
  • Identifies opportunities to integrate visual storytelling into both short- and long-term communications strategies and provides recommendations to maximize reach and impact.
  • Conducts Section 508 compliance reviews and remediates reports, publications, graphics, and videos to ensure accessibility for all audiences.
  • Creates presentation and publication materials designed to capture attention, enhance understanding, and encourage public engagement.
  • Selects and uses the most appropriate design, desktop publishing, video, and computer graphics software, as well as hardware and peripheral equipment, to complete assignments efficiently and effectively.

Qualifications

Minimum Qualification Requirements For the GS-09:

  • Applicants must have one year of specialized experience, equivalent to the GS-07 grade level in the Federal service, which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Assist in planning and developing visual information materials that support multimedia campaigns and law enforcement activities; (2) Analyze facts and recommend practical solutions that contribute to improving the effectiveness of agency communication and business processes; and (3) Communicate information effectively through visual materials, translating technical or complex data into clear, understandable formats for reports, presentations, and other publications. OR
  • A master's or equivalent graduate degree. OR
  • 2 full years of progressively higher level graduate education leading to such a degree. OR
  • LL.B. or J.D., if related. You must submit a copy of your unofficial transcripts to support your claim OR
  • A combination of graduate level education and specialized experience as described above which can be combined to equal one year. To compute this, first determine your total qualifying experience as a percentage of the experience required. (For example, 6 months of professional experience equals 50% of the experience requirement.) Then, determine your graduate education as a percentage of the education required under B above. (For example, 9 semester hours of creditable graduate work equals 50% of the education required.) Add the two percentages together. The total must equal at least 100 percent to qualify. The first 18 semester hours may not be credited towards specialized experience. NOTE: Applicants must submit supporting transcripts if any part of qualifications is based on education.

  • Applicants must have one year of specialized experience, equivalent to the GS-9 grade level in the Federal service, which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Independently plan and develop visual information products in support of multimedia campaigns and law enforcement activities; (2) Mastery of graphics design principles and techniques with the use of art media, as well as detailed knowledge of Adobe Photoshop, Adobe Illustrator, 3D, Studio Max, Microsoft Office Software, Windows, various fine art filters, and detailed working knowledge of the Internet; and (3) Develop programming technically and aesthetically comparable to that produced by the commercial television and film industries, adapted to audience characteristics and desired reactions to the product.OR
  • Possess Ph.D. or equivalent doctoral degree. OR
  • 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR
  • A combination of graduate level education and specialized experience as described above which can be combined to equal one year. To compute this, first determine your total qualifying experience as a percentage of the experience required. (For example, 6 months of professional experience equals 50% of the experience requirement.) Then, determine your graduate education as a percentage of the education required under B above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Education

Foreign Education: Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying.

  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
    • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum.
  3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies

Recruitment Incentives: Payment for relocation expenses will not be authorized for this position. A recruitment bonus will not be offered. Repayment of student loans will not be offered. Private sector work experience will not be approved as credit for your Annual Leave accrual.

Security and Background Requirements: A background security investigation will be required for all appointees.
