Summary

This position is located in Department of Veterans Affairs (VA), Office of Information and Technology (OIT) serving as a Supervisory IT Specialist at a Consolidated Mail Outpatient Pharmacy (CMOP) within the U.S. The CMOPs are 24 hour a day VHA facilities each supporting a seventy-two-hour (72) mail order prescription factory fulfillment operations for VA Medical Centers (VAMC's) to the nation's veterans.

OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans.

Major Duties:

  • Serve as the primary advisor and single point of contact to the medical center Director on information management (IM) issues and IT projects under development or planned for the facility.
  • Executes IT initiatives to include planning, design, acquisition, implementation, operation, and disposal of IT infrastructure.
  • Responsible for managing the synchronization of specialist hybrid IT equipment with pharmaceutical robotics systems responsible for providing twenty-four-hour fulfillment to the Nations Veterans and Indian Health Services Nationwide.
  • Planning and delivery of VA point of service customer support, including installation, configurations, troubleshooting, customer assistance, and/or training, in response to customer requirements in support of site functions.
  • Administer the information systems security program and implements information systems security procedures.

Work Schedule: Monday - Friday 8:00am - 4:30pm; Tour of duty may be subject to change based on organizational needs.

Physical Demands: The work is both sedentary and active, requiring walking through out the medical center/CPOCs/Clinics or other designated areas. Duties may require lifting, carting and carrying computer equipment such as monitors, and printers weighing 20-40 pounds or drive a motor vehicle. Asking assistance from other specialist to help with lifting is encouraged. There may be limited crawling under desks and behind areas to gain access to equipment. The work does not require any special physical effort.
Working Conditions: The work is performed in the facility's computer repair workroom and in various business and/or clinical settings. The work area is adequately lighted, heated, and ventilated. There will be instances where the employee will need to crawl under/over/behind desks, through various types of furniture to get to the device in need of repair. There is some exposure to circuitry of electronic equipment during bench-top or on-site analysis of problems or testing. In the latter situation, the employee must apply knowledge and reasonable precautions to and personal injury or damage to the equipment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements

Experience:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience, demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: experience understanding, managing, and configuring networking devices, Servers and Desktop Hardware, software systems applying vulnerability and configuration management, and security management within production and support environments. Knowledge and abilities with Level 4 Monitoring tools with the ability to optimize systems and servers' performance accordingly. Ability to inspire, lead, and manage at least 5 full-time staff along with contractors and projects including budgets to achieve mission success.
