The Social Work Supervisor for the Community Integrative Services (CIS) team in the Behavioral Health (BH) Service Line. In addition, the incumbent supervises the PRRC / ICMHR Supervisory Social Worker and supervises Social Workers assigned to the Acute Psychiatric Care Unit (APCU; also known as Unit 2B). Finally, the incumbent serves as the Behavioral Health Social Work Lead. Given this range of responsibilities, this Supervisory Social Worker is responsible for planning, development, implementation, coordination and evaluation of Truman VA CIS programs and serves as the BH subject matter expert regarding the profession of Social Work.

Duties may include:

  • Completes performance evaluations of CIS staff, APCU Social Workers, and the PRRC/ICMHR Supervisory Social Worker.
  • Determines CIS program goals and priorities and partners with BH leadership to develop plans to meet identified goals, including quality improvement initiatives.
  • Provides clinical supervision and directs daily work activities of CIS program staff, APCU Social Workers, and PRRC/ICMHR Supervisory Social Worker.
  • Ensures integration of programs efforts/activities with Truman VA operations and community agencies.
  • Ensures compliance with local and system wide programs' policy manuals and directives.
  • Conducts staff meetings and safety huddles in accordance with best practices and local policy.
  • Establishes and adheres to admission criteria for APCU, PRRC, RANGE, and CIS programs.
  • Coordinates all required CIS program reports, ensuring their timely submission to the Chief of Behavioral Health, Facility Executive Leadership, VISN, VACO and NEPEC.
  • Coordinates development of community resources for Veterans experiencing serious mental illness by networking with existing programs and agencies, initiating innovative programs, and serving on local boards, councils, and organizations in service to Veterans.
  • Coordinates public affairs, developing current and informative speaking programs/printed information for presentations to community groups/organizations.
  • Keeps Truman VA CIS Veteran Handbook updated and maintains supply for program use.
  • Updates program procedures and completes required gap analyses in response to VHA directive updates/changes.
  • Coordinates training placements for social work trainees to support the training mission of VA and to contribute to the growth of Social Work in VA.
  • Participates on the local Social Work Practice Council.
  • Ensures all BH social workers adhere to clinical practice and documentation standards. 24. Helps coordinate annual HIC reviews to ensure adherence to established clinical practice standards.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
  • Exception: VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified.
    • (a) For appointments at the GS-9 grade level, VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master's level within three years of their appointment as a social worker.
    • (b) A social worker who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record.
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: GS 13

Licensure Requirement: You must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.


Experience Requirement: You must possess one year of experience equivalent to the GS-12 grade level. Examples of specialized experience include, but are not limited to: Having significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level (or equivalent) and below; responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities; providing direct clinical services with or without program coordination responsibilities. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment.

In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities:
  • Ability to independently organize work, set priorities, and meet multiple deadlines.
  • Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  • Ability to ensure provision of clinical social work services by supervised social workers.
  • Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
  • Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
  • Ability to provide staff training and development.
