This position is in the Executive Secretariat of the Department of War Office of Inspector General (DoW OIG). The Supervisory, Editor is the DoW OIG's authority and principal advisor on written materials, editorial practices, writing policy, and preparation of oversight products. The supervisor regularly reviews the work of subordinate editors for quality and compliance with established standards, style, format, and content guidelines to ensure that products adhere to standards.

Duties

Help
  • Develops, maintains, and publishes the agency editorial and style standards. Provides authoritative guidance on editorial matters to stakeholder. Is the agency subject matter expert on government and professional writing and associated standards.
  • Reviews written products for readability, clarity, structure, organization, balance, tone, logic, analysis, plain language, conciseness, and presentation. Recommends approaches for presenting information, such as the use of graphics and charts.
  • Authors products or rewrites portions of products. Writes and edits regulations, procedures, and booklets, determining the adequacy of the content and source materials used, as well as the amount and type of information required by the audience.
  • Administers the editorial services program by performing short and long-term planning, managing program funds, establishing and monitoring performance metrics, identifying training needs, and updating related policies, procedures, and guidance.
  • Supervises, plans, and assigns work to subordinate editors. Instructs, advises, and counsels employees on the technical aspects of editing and writing, as well as internal business processes and rules.

  • Must be a U.S. Citizen.
  • Position has been designated as security designation level Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information (TS/SCI) security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoW OIG.
  • Current DoW civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoW Standards of Conduct.

Qualifications

Time in Grade:

For entry at the GS-14 grade level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade in the Federal Service

Specialized Experience: Applicants must have 52 weeks of specialized experience at the GS-13 level in the Federal service or at an equivalent level. Specialized experience is defined as proven mastery of writing, editing, and reviewing highly complex or technical written products. Demonstrated experience providing senior leaders and product authors constructive feedback and negotiating changes while maintaining positive and productive relationships. Demonstrated experience administering an organizational program performing short and long-term planning, managing program resources, establishing and monitoring performance metrics, identifying training needs, and updating related policies, procedures, and guidance.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
