  • Serve as a Contracting Officer Representative (COR) providing timely, consistent, and comprehensive oversight of assigned information technology (IT) contracts (supplies and services).
  • Monitor contract compliance with contract terms, conditions, and specifications
  • Maintain a COR file system to record performance in all acquisition phases such as requirements development, pre-award activities, post contract administration, and termination/closure of IT contracts.
  • Lead the development of supporting documentation such as SOWs, PWSs, and independent government cost estimates, as well as evaluation and performance criteria for IT hardware, software, and service acquisitions.
  • Develops and oversees IT acquisition documents, sets performance criteria, and ensures full compliance with all DLA and DoW policies and procedures
  • Perform cradle-to-grave monitoring and tracking of all acquisition requirements and ensure the integrity and accuracy of all data reporting
  • Engage in a wide variety of analytical duties addressing procurement matters and provide analysis of information in appropriate format for briefing and distribution as required.
  • Establish and maintain communication exchange with IT program managers/technical personnel and vendors.
  • Provide proactive procurement advice and support to various DLA staff to ensure high quality, fiscally responsible, and legally correct procurement and contract actions.

Qualifications

To qualify for an IT Business Program Support Analyst your qualifications must include:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Serve as an experienced contracting officer representative (COR) on information technology (supplies and service) contracts with overall responsibility for monitoring contractor performance for contract compliance, delivery schedules, payment provisions, data reporting and other contractual requirements.
  • Possess exceptional analytical skills, demonstrated through the ability to analyze complex situations, identify key issues and cost saving opportunities, and develop data-driven solutions within the contract management and acquisition process.
  • Proficient in using DoW systems such as Procurement Integrated Enterprise Environment (PIEE) application (SPM/JAM/WAWF/EDA), Enterprise Business System (EBS), Mission Partner Identity, Credential, and Access Management (MP ICAM), etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
