Help

As a Chief of Staff, you will perform the following duties:

  • Serves as the Chief of Staff to the Executive Director for ICTS and in this capacity is responsible for providing direct support to the Executive Director for ICTS in the administration of the overall operations of OICTS administration.
  • Exercises moderate influence in the development and implementation of major programs and policies.
  • Plans and schedules ongoing production-oriented work on a quarterly and annual basis, or direct assignments of similar duration.
  • Improves work methods and procedures used to produce work products.
  • Adjusts staffing levels or work procedures to accommodate resource allocation decisions made at higher echelons.
This Job Opportunity Announcement may be used to fill other Chief of Staff GS-0301-14, FPL GS-14 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

  • Must be able to obtain and retain a Top-Secret security clearance with Special Intelligence Access as a result of current and/or favorable Special Sensitive background investigation. Incumbent of the position will also be required to complete an SF-312, Classified Nondisclosure Agreement.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:- Analyzing data and results; AND- Using data to make recommendations on the development of staffing standards for program functions and/or missions (e.g., management of agency research operations, or staffing requirements for new or substantially altered training or operational missions and programs); AND- Managing projects that involve the development of new approaches to identify workload factors and performance quality levels.

Bureau of Industry and Security

Within the Bureau of Industry and Security, the Office of Information and Communications Technology and Services (OICTS) helps secure the information and communications technology and services (ICTS) supply chain from risks associated with foreign adversary supplied ICTS. Authorities granted the Secretary through Executive Orders 13873, 13984, 14034, and 14110, allow Commerce to prohibit or impose mitigating measures on ICTS transactions that pose an undue and unacceptable risk to national security. OICTS works closely with nine Executive and independent U.S. Government branches and agencies to ensure its actions are properly scoped to effectively address the national security threats.

More broadly, the Bureau of Industry and Security (BIS) advances U.S. national security, foreign policy, and economic objectives through its ICTS mission, as well as its export control and export enforcement missions.
