The position of the Administrative Officer is located within the Clinical Support ICC at the Syracuse VA. The primary purpose is to provide direct support to the Clinical Support Associate Chief of Staff (ACOS) and the services under the Clinical Support ICC umbrella (Community Living Center (CLC) & Palliative Care, Physical Medicine & Rehabilitation (PM&R), Audiology, Laboratory, Imaging and Home Based Primary Care (HBPC),various programs under the Clinical Support ICC.

Duties include but are not limited to:

The purpose is to provide both effective and efficient delivery of services to patients seen in this health care system. Incumbent develops, maintains, and implements a comprehensive business plan for Clinical Support ICC in accordance with the philosophies of the Medical Center and the mission of the Department of Veterans Affairs

Responsibilities include budget management, productivity improvement, management controls, and short and long-range planning.

Additionally, incumbent is responsible for contributing to the ongoing development of the overall Clinical Support ICC Operational Plan which describes in detail the process for care delivery and is instrumental in the ongoing development of strategic goals and objectives for the organization.

The incumbent is responsible for the supervision of (5) Program Support Assistants Program Support Assistant assigned to the Clinical Support ICC.

The incumbent serves as a major administrative and management advisor for this Clinical Support ICC and is a member of the Clinical Support ICC Team Leader group.

The position oversees the administrative and budgetary operation of the Clinical Support ICC to ensure optimum use of resources in order to provide the highest quality of care.

This position is responsible for the administrative operations of Clinical Support ICC.

The incumbent has major and significantly diverse responsibilities. The incumbent's major areas of responsibility are: (1) administrative, (2) supervision and (3) staff assistant.

The incumbent acts as the Patient Advocate for the Clinical Support ICC and addresses all patient complaints related to Clinical Support services. The incumbent has the ability to manage complex patient issues, interact with various members of the Health Care System leadership, service chiefs, medical staff, peers, and proactively manage subordinate staff to ensure effective treatment for Veterans who require significant care while optimizing hospital revenue.

The incumbent is integral to all resource allocations decisions involving resources which take into consideration FTE ceiling, hours of duty, salary budget, supply budget, equipment budget, space utilization, maintenance contracts, etc.

Paramount to this responsibility is ensuring effective and efficient personnel and position management. This includes analyzing and measuring the resource needs of the patient centered care team organization and making recommendations based upon: non-physician staffing needs, physician staffing needs, approving individual expenditures for all non-recurring items, approving all requests for funding above budgeted levels, preparing funding and staffing requests, and managing capital assets including MCA labor mapping and related reporting requirements.

The incumbent also functions as the PIV sponsor and is responsible for entering the employee's information in the online PIV system for new staff as well as staff who need to renew their PIV cards.

The incumbent is responsible for managing the PM&R Residency Program's time and attendance in accordance with the Office of Academic Affairs' (OAA) guidelines.

The incumbent is also responsible for ensuring that the on-call information is entered in AMION and that it is kept up to date.

The incumbent ensures that the Residents are onboarded timely and appropriately clear the station.

Incumbent is responsible for the Safety Program in Clinical Support ICC. This requires the coordination of attendance of all Clinical Support ICC employees at various Safety related training sessions, ensuring the Clinical Support ICC services maintains a safe work environment, and that employees comply with all VAMC safety and universal precautions. Responsible for preparation of all safety reports.

The incumbent develops, maintains, and implements a comprehensive plan to ensure the delivery of outpatient care in accordance with philosophy of the Syracuse VA, the mission of the Department of Veterans Affairs and the Joint Commission.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, .

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes
  • Knowledge of healthcare service administrative operations such as monitoring programs, managing complex issues, the point of contact/ liaison between patients and healthcare officials.
  • Experience with overseeing administrative and budgetary operations of a clinical support unit.
  • Knowledge of budget management, productivity improvement, management controls, and short- and long-term planning
  • Works closely with health care management officials and others to develop ongoing strategic goals and participate in lean management groups to develop process improvements for the facility
  • Knowledge of gathering, assembling, and analyzing a variety of complex data to generate reports of program performance

  • COMBINATION: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. This education must have been obtained in an accredited college or university.

Preferred Experience: Preference for experience and understanding of clinical operations at a VA facility. The applicant works with various employees both inside and outside the service line in order to carry out primary responsibilities. Preference includes planning, organizing and directing the ongoing
development of this patient-centered care organization as well as analyzing, evaluating, organizing, and coordinating admirative and budgetary activities. Preference for experience in overseeing the budgetary and administrative operation of a clinical support ICC to ensure the optimal use of resources in order to provide the highest quality of care.
