The GS 7 incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties described in the target position description, PD#09120-0, Administrative Officer, GS-0341-09. The incumbent will perform the duties outlined in the target grade position description but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery.

The duties of the Administrative Officer consist of but are not limited to the following:

  • Works collaboratively with other managers/Service Lines to find resolutions to operational problems. Ensure a smooth interface with other Services and customers, both internal and external to the Medical Center.
  • Provides policy guidance and direction, interprets agency regulations, coordinates policies and procedures covering internal operations, and formulates plans and provides advice on resolving problems.
  • Analyzes and evaluates the effectiveness and efficiency through processes of the Service Line in meeting established goals and objectives utilizing the data of various analytical data systems.
  • Submits complex justifications that support requests for additional resources (personnel, space, etc.).
  • Manages records and administrative paperwork for employee performance folders (Ongoing professional evaluation and performance processes, pay for performance for eligible employees.
  • Participate in the planning for budgeting needs and financial management for the Quality Management Service.
  • Manage budget formulation and execution for a changing budget of administrative expenses involving different funding sources.
  • Performs other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: 8:00 am - 4:30 pm Monday - Friday.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 and for a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on specialized experience, education, or a combination of both.

GS 7

Specialized Experience: You must possess one-year of specialized experience equivalent to the GS-05. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Your resume must clearly reflect your experience. No assumptions can be made.

  • Specialized experience includes

    Compiling information and preparing administrative reports for briefings;

    Utilizing and navigating various computer automation programs (ie: various databases, Microsoft Office, SharePoint, TEAMS, Outlook);

    Draft, review, and edit correspondence letters/memos;

    Providing advice and assistance to managers and staff concerning personnel processes and procedures;

    Assisting with budgeting/procurement activities;

    Coordination and tracking of various data.

OR
Education: Applicants may substitute education for the required experience. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. To qualify based on education for this grade level you must have 1 full year of graduate level education. A transcript must be uploaded to support your answer.
OR
Superior academic achievement (SAA). I meet and have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
  • Rank in the upper one-third of your class in the college, university or major subdivision.
  • A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
  • A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

    Assisting with human resources functions to include recruitment, position classification, performance, training, etc.;

    Coordinating and monitoring the functions of administrative services within an office;

    Efficiency in review, editing, and developing various correspondences.
