Duties

Help
  • You will develop audit program steps, approaches, test for assigned areas of audits of programs, activities, procedures, and operations.
  • You will initiate and complete the assigned portion of audit program steps, approaches, tests on time/with high quality.
  • You will implement quality control as required, ensuring conformance to standards established by the Comptroller General of the United States as implemented by the Auditor General of the Navy.
  • You will assist the Audit project Manager/Team leader in evaluating the adequacy of corrective actions taken on audit findings and recommendations.
  • You will accomplish audit work with skill and precision.
  • You will recommend changes in office, policies, programs, concepts, and other operating procedures
  • You will assist the Project Manager in assuring the data in the Naval Audit Service Information Management System is current and accurate at all time.
  • You may represent the Auditor General of the Navy, Deputy Auditor General, and/or an Assistant Auditor General at conferences.
  • You will brief Naval Audit Service leadership and auditees on the results, findings, and recommendations of assigned audits.

  • GS-11: This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA)2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction1300.26.
  • GS-12: This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA)2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction1300.26.

Qualifications

In addition to basic education requirements listed in the "Education" section, you must meet one of the following requirements.

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. GS-11:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Conducting complex audit assignments that require an integrated analysis of regulations and data.
  • Writing sections of audit reports and ensuring technical sufficiency and adherence to audit standards.
  • Briefing internal leadership on audit findings and communicating effectively with auditees (from technical staff to high-level officials), conveying technical information in a way that is easy to understand.
OR
Have successfully completed a PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., (if related). My education demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
A combination of specialized experience and graduate education that equates to one year of experience.

GS-12:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Independently conducting segments of audits, including the performance of audit risk assessments, creating audit steps, and the application of advanced auditing methods and techniques.
  • Independently develop findings and draft reports or segments of reports that detail audit findings, conclusions, and recommendations.
  • Effective oral communication of audit findings in a clear and understandable manner to senior officials. This involves not just stating the facts but also explaining their significance and potential impact on the organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Basic Requirements for Financial Auditors

  1. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    OR

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
