This position is in the Federal Communications Commission, Office of the Inspector General (FCC OIG).  The Assistant Inspector General for Investigations (AIGI) is responsible for serving as a member of FCC OIG's senior leadership team and directing all investigations and proactive investigative activities relating to alleged wrongdoing, to prevent and detect fraud, waste, and abuse in connection with FCC's program and operations.

Help

The Assistant Inspector General for Investigations (AIGI) is a critical leadership position in FCC OIG who is responsible for the development, implementation, and supervision of an investigations program that is comprehensive, effective, and responsive to FCC OIG’s interests and needs.  The job duties of the AIGI include:

  • Serve as the principal advisor to the IG in the development and implementation of OIG’s investigative activities, standards, procedures, and priorities.
  • Provide strategic leadership and operational oversight of the Office of Investigations and supervises an investigative team.
  • Keep the IG informed, through regular formal and informal oral briefings, on significant investigative findings, outreach, and proactive efforts.
  • Assist the IG with briefings for internal and external stakeholders and providing timely information responsive to inquiries from Congress and other stakeholders.
  • Manage OI investigative and legal resources to ensure their effective, efficient, and economical use.
  • Lead efforts to bring in and maintain required technology and resources, to include the onboarding of a new case management system, and other technology for recording, transcripts, translation, and e-discovery.
  • Ensure the vigorous, fair, and timely pursuit of criminal, civil, and administrative allegations, and that related investigations are compliant with the Inspector General Act, Attorney General Guidelines, and other applicable laws and regulations.
  • Direct the preparation of referrals and reports on conditions disclosed by investigations of allegations and making recommendations regarding their ramifications, correction, and further prevention including monitoring the dispositions of report findings to ensure proper action.
  • Compile statistics and other evaluative data to measure operational and investigative effectiveness, results, and personnel requirements.
  • Ensure information relating to investigative matters is included in the Semiannual Report to
  • Analyze new or revised statutes, regulations, policies, Executive Orders, court decisions, and procedures affecting both the OIG and the FCC’s programs and operations to identify new initiatives and to ensure that OIG policies and procedures appropriately conform or are revised as needed.
  • Develop and recommend investigative policies, plans, procedures and programs consistent with overall policy guidance provided by the IG, and ensuring all investigative staff are trained and knowledgeable regarding OI policies and procedures.
  • Make recommendations to the IG regarding selection of employees, assignment of duties, evaluation of performance, training, awards, promotions, and disciplinary and other adverse actions.  Also, recruiting, retaining, and developing the talent needed to achieve a high-performing workforce with the skills needed to accomplish organizational performance objectives while ensuring fairness in the selecting, managing, and promotion of OI staff.

This position has been designated as a Testing Designated Position in accordance with the Commission's Drug-Free Workplace Plan. If selected for the position, you will be subject to drug testing prior to employment and periodic random testing after entering on duty.

In addition to meeting the minimum qualifications, you must also demonstrate the following Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs):

Applicants seeking initial career appointment to the Senior Executive Service (SES) must clearly demonstrate the ability to meet the ECQs within their two (2) page resume (any experience exceeding 2 pages will not be reviewed).  Current or former SES members must submit an SF-50 and/or QRB Certification of ECQs to show current or former service in the SES.  OPM's Guide to the Senior Executive Services Qualifications provides detailed information on the ECQs.

ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding:  This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold Constitution and the rule of law, and commitment to serve the American people.

ECQ 2 - Driving Efficiency:  This core qualification involves the demonstrated ability to strategically and efficiently manage resources budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3 - Merit and Competence:  This core qualification  involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4 - Leading People:  This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.  This includes, when necessary, the ability to lead people through change and to hold individuals accountable. 

ECQ 5 -  Achieving Results:  This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

MANDATORY TECHNICAL COMPETENCIES: All candidates must clearly demonstrate the ability to meet the Mandatory Technical Qualifications within their two (2) page resume (any experience exceeding 2 pages will not be reviewed).

MTQ 1 - Leadership of Complex Investigations in a Regulatory or Oversight Environment

Demonstrated executive-level experience directing complex criminal, civil, and administrative investigations involving fraud, waste, and abuse against federal programs, regulatory compliance, conflicts of interests, and whistleblower retaliation. Experience overseeing OIG investigations related to fraud, theft, antitrust violations, and other misconduct against federal financial assistance programs (to include subsidies, loans, contracts, and grants) is highly desirable. Ability to supervise investigative staff, coordinate with prosecutors and law enforcement partners, manage high-visibility matters, and brief an Inspector General or senior leadership on investigative findings and risk mitigation strategies is required.

MTQ 2 – Investigations Involving Complex Fraud, Money Laundering, and/or National Security

Demonstrated knowledge of and experience in overseeing or supporting investigations involving complex fraud schemes, money laundering, and or national security.  Experience coordinating with federal law enforcement or national security partners is required. 

MTQ 3 – Strategic Management of an Investigative Program within an OIG Environment

Demonstrated knowledge of the mission and goals of an Office of Inspector General and demonstrated ability to provide strategic leadership and operational oversight of an investigative program within an Office of Inspector General or comparable oversight organization.  Experience developing and implementing investigative policies, ensuring compliance with the Inspector General Act and applicable federal and CIGIE standards, managing resources and budget execution, and implementing internal controls and quality assurance mechanisms is required.  Proven ability to communicate complex investigative matters to high level internal and external stakeholders with sound judgement and integrity is a requirement.
