About the Position: This is an open continuous announcement. Initial pull will be 12 May 2026. Recruitment will continue through the announcement closing date until the position is filled.

As a INTERNATIONAL PARTNERSHIP SPECIALIST (TITLE 32), GS-0301-12, you will plan, coordinate, and execute the State Partnership Program (SPP) activity initiative between the National Guard of a state and the partner nation or country.
Major Duties - This is NOT an all-inclusive list:
Research, develop, write, plan and present the campaign plan between the state and partner country based on guidance from the Chief of Mission (CoM), Geographic Combatant Command Commander (COCOM CDR), National Guard Bureau (NGB), and The Adjutant General (TAG).
Ensure all actions taken are within the framework, support of, and in concert with international agreements on a distinctive partnership.
Develop, coordinate, and obtain approval for the SPP plan based on requests from United States (U.S.) Ambassador to partner country, partner country's Ministry of Defense, Ministry of Interior, and COCOM Commander.
Research, analysis, development and writing of the budget for every fiscal year of administration that directly support year one of the campaign plan, and allows NGB to fiscally plan for years two through five of the plan.
All budgetary requests are justifiable, accounted for, and submitted on time to NGB and the various other funding sources. In addition analyzed and forecasted budgets are within 95% accuracy of actual expenditures.
Conceptualize, plan, coordinate, and execute Senior Executive Visits.
Serve as a coordination point for joint and combined military exercises between the state and the partner nation, which may include other state's partner nations, both in the U.S. and overseas. In conjunction with the state command structure and the member nation's military leadership, the SPPC develops scenarios for deployment of the State National Guard soldiers and airmen.
Responsible for coordination of the preparation of all country clearance messages, event travel, and support requirements, to include the number of people traveling, dates, air/ground transportation, meals, and hotels.
Coordinate all logistical, administrative, and transportation requirements for each event both in state and country.
This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act(NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 2 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Practitioner level certification requirements within two years of entering the SC position. In addition, 60 hours of continuing education (CUE) every two years.
Participation in direct deposit is mandatory.
Qualifications

The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
The SECOND area of consideration will be all current Federal Employees.
The THIRD area of consideration will be all Federal re-employment eligible.
The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
The FIFTH area of consideration will be all U.S. Citizens.
Military Grades: Rank Officer - O2-O4 only
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
SPECIALIZED EXPERIENCE: GS-12 Level MUST possess at least 1 year specialized experience equivalent to at least the next lower grade level of GS-11; experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations.
