Duties

Help

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

As a Budget Analyst at the NH-0560-4 broadband level, some of your typical work assignments may include:

  • Provide authoritative advice on all aspects of financial management, with primary focus on budget execution, tracking and reporting.
  • Develop, compile, and refine responses to internal and external taskings and drills.
  • Formulate organizational strategies, tactics, and budget/action plans to acquire and allocate resources.
  • Execute RDT&E, Procurement, and O&M appropriations within their characteristics, uses, applications, and structure.
  • Execute expert knowledge of budgetary policies, processes, practices regulations and laws, principles, and procedures in order to program and budget for resources among multiple appropriations and program elements.
  • Develop, compile, and refine responses to internal and external taskings and drills.
  • Implement agency goals, resources, objectives, organizations and functions, and policies and organizations in order to research, plan, coordinate, and prepare financial reports and documents.

Qualifications

You may qualify at the NH -04 Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service. Specialized Experience (SE) statements will allow for applicants to meet 2 of 3 of the SE criteria rather than all inclusive:

  • Applying the DoW Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities.
  • Experience in financial management execution (Spend Plans, Funding Documents, Multiple Appropriations, and trend analysis)
  • Identifying, analyzing, and resolving financial management issues by determining alternate solutions to problems and recommending solutions to leadership.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Schriever AFB, CO Location: $129,096 to $197,200 (includes 20.15% locality)
Redstone Arsenal, AL Location: $130,987 to $197,200 (includes 21.91% locality)
Fort Belvoir, VA and/or Dahlgren Location: $143,913-$197,200 (includes 33.94% locality)

ACQUISITION POSITION: This position requires Acquisition Workforce Level Advanced in Business, Financial Management Certification prior to hiring is not essential but must be accomplished within 48 months after entry into this position.

Certification prior to hiring is not essential but must be accomplished within 48 months after entry into this position. FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
