You will serve as the Regional Cognizant Security Authority (RCSA) at the GG-13 grade level responsible for physical, personnel and information security disciplines for intelligence related information and systems under the cognizance of Director of Central Intelligence, Defense Intelligence Agency, Office of Naval Intelligence, and Marine Corps commands located within the Regional Cognizant Security Authority (RCSA) area of responsibility.

  • You will execute and implement the policies and procedures governing the protection of Sensitive Compartmented Information (SCI) facilities, operations, information and material.
  • You will interact with managers and senior planners on a wide range of security concepts, principles and practices for managing and directing complex security programs.
  • You will utilize expertise/experience to lead self-inspections, staff assistance visits and visual TEMPEST inspections for permanent, temporary and tactical aircraft, ship, shore and submarine based SCI facilities.
  • You will provide guidance and direction relating to establishment of SCI Facilities within the designated AOR to ensure adherence with ICD 705 in order to identify budget and operational items of interest.
  • You will review and inspect Department of Defense Intelligence Information Systems (DODIIS) Public Key Infrastructure (PKI) certificate implementation and compliance for all commands within geographic area of responsibility.
  • You will conduct final security analysis of all security aspects including but not limited to facility physical security, personnel security, and information security.
  • You will employ creative skill, in-depth knowledge, and the delivery of security education and awareness products and regimented and ad hoc training to security officials.
  • You will direct, train and evaluate all facets of security objectives and performance for assigned employees.
  • You will provide supervision to the branch to include position management, recruitment, promotions, counseling, disciplinary actions, performance appraisals, fitness reports and military evaluations.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a 2-year DCIPS Trial Period.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • PPP applicants must currently hold the required security clearance.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Security Professional Educational Development (SPeD) position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes (see additional information section).

Qualifications

Your resume must demonstrate at least one year of specialized experience. Specialized experience must demonstrate the following:

  1. Managing Sensitive Compartmented Information (SCI) security program equities and representing the organization to senior level internal and external customers.
  2. Conducting physical, technical, and industrial security inspections and effectively applying requirements for the protection of Sensitive Compartmented Information (SCI) assets.
  3. Applying Sensitive Compartmented Information (SCI) personnel security principles and methods to process investigations and policy reviews.
  4. Managing and maintaining personnel and physical security databases.
  5. Developing and administering Sensitive Compartmented Information (SCI) security training and briefings.

This position is designated as a Security Professional Education Development (SPēD) position with a Security Fundamentals Professional Certification (SFPC) requirement. The SFPC is a DON baseline certification for security workforce employees that support/execute security programs that focus predominantly on the protection of, or vetting the access to, sensitive and/or classified information.

The incumbent must obtain certification within 24 months of assuming the position. SPēD certification/s must be maintained and undergo renewal process every two years in accordance with SECNAVINST 5500.38. Failure to obtain and maintain this condition of employment could result in disciplinary action and/or removal from employment.


This position is covered by the Department of Defense Priority Placement Program.
