This National Guard position is for a SUPERVISORY IT SPECIALIST (INFOSEC/NETWORK) (T32), PD# D2330000 is part of the RI 102D CYBERSPACE OPERATIONS SQUADRON.The purpose of the position is to serve as Cyberspace Operations (CYO) Section Supervisor providing supervision of operators, and prepare other operators to perform exercises, assessments, projects, and overseeing the management of all CYO assessment equipment and tools.

Duties

Help

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires military membership in the Rhode Island Air National Guard.
  • Must obtain and maintain Certification IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) eligible security clearance.
  • Must possess Information Assurance - Technical Level II (LAT II), IAW current AF directives.
  • Must possess a valid state driver’s license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
  • May be subject to a one-year supervisory probationary period.

REQUIRED MILITARY GRADE: E-9, W1-W3, or O1-O3

MILITARY REQUIREMENTS: A military skill set is determined by the applicable service classification and qualification requirements. Upon selection, individuals are assigned to a compatible unit of assignment and military skill in accordance with Air Force skill classification directives, statutes, and National Guard Bureau regulations. For continued employment, the selected dual status technician candidate must obtain and maintain all compatible service specific military skill requirements in training and education; and, have the required military and civilian cyberspace program certifications for the specific GS-2210 position within 24 months of hire into the dual status Technician position.

GENERAL EXPERIENCE: Must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Must have at least 12 months of Cyberspace program supervisory experiences.

No substitution of Education for Specialized Experience.

Air National Guard Non-Commissioned Officers
Must have high school diploma. Dependent on the education requirements for award of the position's compatible military skill (AFSC), an undergraduate degree in Computer and Information Sciences and Support Services from an accredited college/university is desired. Completion of higher education courses in Computer Engineering; Engineering Physics/Applied Physics; Industrial Engineering; Electromechanical Engineering; Electrical, Electronics and Communications; Computer Technology/Computer Systems Technology; Cyber/Electronics Operations and Warfare; Mathematics and Computer Science; Accounting and Computer Science; Computational Science; Management Information Systems and Mathematics; or, courses in business, English composition, computer software, and keyboarding is desired. A graduate degree in Computer and Information Sciences and Support Services is optimum.

Air National Guard Officers
An undergraduate degree from an accredited college/university is mandatory. The degree must be in Computer and Information Sciences and Support Services with desired courses in Computer Engineering; Engineering Physics/Applied Physics; Industrial Engineering; Electromechanical Engineering; Electrical, Electronics and Communications; Computer Technology/Computer Systems Technology; Cyber/Electronics Operations and Warfare; Mathematics and Computer Science; Accounting and Computer Science; Computational Science; and Management Information Systems; or Mathematics. A graduate degree in Computer and Information Sciences and Support Services is optimum.

Additional information

Persons appointed with indefinite status may be separated when their services are no longer needed. Should the need for the indefinite time limitations placed on this position no longer exist, this Indefinite Appointment could be converted to permanent action without further competition.

  • Provide administrative control and technical supervision over personnel responsible for oversight of network services functions and systems administration of information technology.
  • Duties associated with telecommunications and computer networks with primary knowledge requirements of the transmission of information in voice, data, and/or video formats, information processing methodology, computer and network server capabilities, processing techniques and information security techniques.
  • Management, supervision, leadership, administration, development, delivery, and support of information technology systems and services.
  • Knowledge of information technology principles, concepts, and methods; e.g., data storage, software applications, networking, etc.
  • Specialization in work that involves ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools, as well as Network Services (NETWORK) which involves work that involves the planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of networked systems used for the transmission of information in voice, data, and/or video formats.
  • Direct a professional organization of Cyber Operations specialists that provide an in-depth assessment of a DoD Mission System network security.
  • Develop and implement unit policies and procedures, to detect, exploit, and recommend countermeasures for network mission system security weaknesses.
  • Exercise supervisory responsibility and authority including granting leave recommending personnel for promotions, and initiating disciplinary actions as needed.
  • Establish performance standards and appraise performance of Cyberspace Operations Officers and Cyberspace Operations Controllers. Act as reviewing official on evaluations or appraisals on non-supervisory personnel. Ensures actions taken directly to promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.
  • Plan work to be accomplished, set priorities, and prepare schedules for CYO personnel. Assign work to subordinates based on priorities, difficulty of assignment, and capabilities of employees.
  • Make decisions on work problems presented by subordinates. Review and resolve grievances and serious employee complaints not resolved at a lower level. Review serious disciplinary cases and disciplinary problems involving subordinate employees and determine required action.
