Duties

Help
  • You will apply finance and budget-related laws, regulations, policies, precedents, principles, concepts and methodology used in the DoD Planning, Programming, Budgeting and Execution System (PPBES).
  • You will provide timely budgeting and execution of Research, Development, Test and Evaluation Navy (RDT and EN), Other Procurement Navy (OPN), Shipbuilding and Conversion Navy (SCN), and Operations and Maintenance Navy (O and MN) appropriations.
  • You will act as the financial team leader assigning work and managing the preparation of execution documents in accordance with program budgets, contracting, and business and financial management program planning.
  • You will develop, coordinate, and present briefs to various management levels to support financial objectives of the Program.
  • You will identify and document out-year funding requirements and coordinate with resource sponsor to develop, present, and defend Program Objective Memorandum and Program Review submissions, justifications and related artifacts.
  • You will prepare supplemental budget documentation, including midyear and reprogramming requests, presentation materials, white and issue papers, and spreadsheets for the management of acquisition, business and infrastructure programs and events.
  • You will monitor and report financial performance analyzing financial data in support of mandated benchmarks and recommends ways to improve overall obligation and expenditures rates.
  • You will review and revise operational budgets to reflect changes in funding or program objectives. Provide financial oversight to ensure efficient use of funds.
  • You will evaluate data and recommend changes to improve effectiveness.
  • You will perform duties as a Contracting Off icer's Representative (COR) on professional services contract as appointed by the cognizant contracting officer.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector performing financial management analysis (e.g., budget planning, analyzing manpower levels and funding, or monitoring obligations and expenditures) for an organization.

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus the salary range may be capped at GS-15, step 05, which is equivalent to $191,850. If you're current salary is above this amount, your salary may be matched.

This position is covered by the Department of Defense Priority Placement Program.
