About the Position: This position is located at Fort Rucker, Alabama, home of the United States Army Aviation Center of Excellence. Fort Rucker is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark and Daleville.

Duties

Help
  • Serve as an engineering technician in the Directorate of Public Works (DPW) Utilities Branch providing technical oversite of long-term
  • Utilities Privatization (UP) contracts covering operations, maintenance, and capital upgrades for electrical, gas, water, and wastewater systems.
  • Provide quality assurance by conducting site visits and technical inspections to evaluate the quality of contractor work, identify deficiencies, and ensure all projects meet contract specifications and safety standards.
  • Serve as liaison between UP contractors and diverse agencies, including DPW Engineers, Project Managers, Environmental, Real Estate Officers, and the Corps of Engineers.
  • Review and verifies the accuracy of monthly contract deliverables and invoices to provide technical recommendations for payment certification.
  • Prepare scopes of work (SOW), develops Independent Government Estimates (IGE), and evaluates contractor proposals for new utility service requirements.
  • Assist Utilities Branch Chief in developing annual and long-range utility funding and capital improvement requirements.
  • Ensure day-to-day activities and emergency outages in service are coordinated with all affected customers and activities and provides outage status and expected repair times to DPW Management and Project Managers.

Qualifications

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-11: One year of specialized experience which includes; 1) Performing contract oversight or management of utilities systems covering operations, maintenance, and capital upgrades for electrical, gas, water, and/or wastewater systems; and 2) Monitoring utility construction projects and/or activities; and 3) Developing cost estimates for utility construction projects.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
